Regarding LRIT conformance test, Liberia Maritime Authority published Marine Notice ISP-003 Rev.12/23. A summary of Marine Notice ISP-003 Rev.12/23 is as below. 1. Commencing 1 January 2024, all Conformance Test Reports will be issued with validity not exceeding twelve (12) months from the conformance test completion date. 2. As of 1 April 2024, the Annual conformance test shall be conducted annually based on the anniversary date of the last conformance test, including LRIT with a Conformance Test Report issued on or before 31 December 2023. 3. The Government of the Republic of Marshall Islands has noticed ClassNK of the special requirements for fire extinguishing arrangement for paint and flammable liquid lockers on Marshall Islands flagged vessels (Marine Notice No. 2-011-6 Rev. 2023). This Technical Information supersedes the previous ClassNK Technical Information No.TEC-0506 dated 10 March 2003. Depending on the area of the deck, paint and flammable liquid lockers should be provided with the following fire extinguishing system or portable fire extinguisher. 1. As announced in ClassNK Technical Information No.TEC-1299 (issued on 24 May 2023), the amendments to the EU Directive governing the European Emissions Trading System for the maritime transport sector ("EU-ETS Directive") and the related European regulation on the monitoring, reporting and verification of GHG emissions from maritime transport ("EU-MRV Regulations") have took effect from 1 January 2024. Sub. Rules concerning computer-based systems (IACS UR E22 (Rev.3) related)
IACS UR E22 (hereinafter referred to as "UR E22") is unified requirements relating to computer-based systems used on vessels, which has recently been amended and adopted as UR E22 (Rev.3) to better clarify the requirements, specific to each of the phases of design, development, commissioning, and maintenance. ClassNK has amended Rules to involve incorporating UR E22 (Rev.3) into Rules/Guidance for the Survey and Construction of Steel Ships, Part X that have been newly established (scheduled to come into effect in July 2024). As previously informed in ClassNK Technical Information No.TEC-1288, vessels having AFS Certificate as of the effective date of the amendment to the AFS Convention to add Cybutryne to the list of banned substances (1 January 2023) shall undergo documentary verification and receive AFS Certificate in a new format within 2 years from the effective date (by 31 December 2024). Sub. New Requirements for Towing and Mooring Equipment due to the Amendments to SOLAS II-1 Reg.3-8
At the 102nd session of the Maritime Safety Committee (MSC102), amendments to SOLAS II-1/3-8 and "Revised Guidance on Shipboard Towing and Mooring Equipment" (MSC.1/Circ.1175/Rev.1) were adopted. Additionally, "Guidelines on the Design of Mooring Arrangements and the Selection of Appropriate Mooring Equipment and Fittings for Safe Mooring" (MSC.1/Circ.1619) and "Guidelines for Inspection and Maintenance of Mooring Equipment Including Lines" (MSC.1/Circ.1620), were approved. Sub. LRIT conformance test for Panama flagged ship
The Panama Maritime Authority has revised Merchant Marine Circular MMC-195 (May 2023) regarding the implementation of LRIT Conformance Test for Panama flagged ship. The revised circular added points 13., 14. and 15. mainly with the aim of greater control of the Panamanian Fleet (LRIT). Major revised parts from the previous version are as follows. - The LRIT conformance test shall be carried out within one year from the initial/latest conformance test, in addition to cases of all new installations, changes of flag and change of owner. This is to inform you that the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 (Ship Recycling Convention or Hong Kong Convention) will enter into force on 26 June 2025. Bangladesh and Liberia ratified the convention on 26 June 2023 and the total number of contracting States to the Ship Recycling Convention has reached 22, representing 45.81% of the world merchant shipping tonnage with the maximum annual ship recycling volume being 3.31% of the combined tonnage of the ratifying States, which satisfies the condition of entry into force threshold of 15 States, representing 40% of the world merchant shipping tonnage with the maximum annual ship recycling volume being not less than 3% of the combined tonnage .....

Sub. Adoption of EU-ETS for shipping sector and amendments to EU-MRV
Amendments to extend the scope of the EU Directive for EU Emissions Trading System to the shipping sector (hereinafter EU-ETS Directive) were adopted, with effect from 1 January 2024. Under these amendments, ships of 5,000 Gross tonnage and above, arriving at or departing from ports within the jurisdiction of any EEA member state1, regardless of the Flag state, will be required to purchase and surrender2 allowances equivalent to EU ETS applicable GHG emissions on an annual basis. Failure to do so will result in penalties such as fines and a ban on entry into ports within the EEA territories. The Panama Maritime Authority has revised Merchant Marine Circular MMC-144 (April 2023) regarding the implementation of the carriage of immersion suits onboard Panama flagged ship. The followings are major revised parts from the No. TEC-1289. The requirement for carriage of immersion suits for use during drills is NOT amended. The Panama Maritime Authority has issued the Merchant Marine Circular MMC-380 on measures to reduce the number of PSC detentions and to improve the performance of Panamanian vessels. With this update, provisions for an occasional survey equivalent to an annual survey by the RO that issued the SMC of the vessel have been added as a preventive measure. The scope of "occasional survey" is defined in paragraph 4.12 of the MMC-380. According to paragraph 6 of the MMC-380, this occasional survey must be carried out before or at the time of arrival at a port in the United States, a Paris MOU member country, Australia, or China. Information on the compliance with the EU Ship Recycling Regulation for non-EU flagged ships has been provided in ClassNK Technical Information No. TEC-1107 and No. TEC-1207. For ships flying the Liberian flag, the ships are subject to MARINE OPERATIONS NOTE 01/2023, which applies to IHM for ships calling at EU ports. According to this circular, for ships flying the Liberian flag, the Liberian Administration will issue the full-term Statement of Compliance (SOC) to demonstrate compliance with the Hong Kong Convention and the EU-SRR. Due to the amendment of requirements regarding propeller shaft surveys (scheduled to take into effect on 1 October 2022 (hereinafter, referred to as "effective date")), partial surveys or simplified partial surveys may now be performed consecutively instead of the propeller shaft ordinary surveys required every five years since the last propeller shaft ordinary survey after the effective date.
