EU-MRV・UK-MRV regulations

EU-MRV

ClassNK provides services to assess Monitoring Plans (MP), verify Emission Reports (ER) and issue Document of Compliance (DOC) based on the EU-MRV Regulation.

EU-MRV is an EU regulation, starting in 2018, on the monitoring, reporting, and verification of carbon dioxide (CO2) emissions from ships carrying out EU-related voyages. This regulation lays down rules for developing Monitoring Plans and for submitting the Emission Reports to the verifiers accredited by a national accreditation body in the EU for ships above 5,000 gross tons which arrive at or depart from ports under the jurisdiction of an EU member state.

The shipping companies (ship-owner, ship manager or responsible organization or person for operation) are required to submit the developed Monitoring Plan to the accredited verifier, and collect information and develop the Emission Report in accordance with the assessed Monitoring Plan. After verification of the Emission Report and issuance of the DOC, the shipping companies are required to retain the DOC on board the ships.

As an accredited certification body by DAKKS, ClassNK assesses the Monitoring Plan and verifies the Emission Report based on the EU-MRV Regulation.

The EU-MRV regulations have been revised for EU-ETS for shipping sector starting in 2024. For details, refer to the FAQ for EU-ETS.

UK-MRV

UK-MRV is a regulation, starting in 2022, on the monitoring, reporting, and verification of carbon dioxide (CO2) emissions from ships carrying out UK-related voyages, which arrive at or depart from UK ports. The type of vessel within scope of the UK-MRV regime and type of emissions data for collection are the same as those under the EU-MRV regime. For further details of UK-MRV, Please click here.

As an accredited certification body by UKAS, ClassNK assesses the Monitoring Plan and verifies the Emission Report based on the UK-MRV Regulation.

EU-ETS for shipping

FAQs on the EU-ETS for shipping

The European Union (EU) sets a target of reducing GHG emissions by at least 55% below 1990 levels by 2030, with the aim of achieving net zero greenhouse gas (GHG) emissions in 2050. In July 2021, a comprehensive climate change policy package, "Fit for 55," was announced to achieve the 2030 target, including a proposal to extend the EU Emissions Trading System (EU-ETS) to the shipping sector. Subsequently, amendments to the EU Directive for EU Emissions Trading System to extend its scope to the shipping sector were adopted, with effect from 1 January 2024.

For those in the shipping sector who will be complying with the EU-ETS for the first time, ClassNK prepared "FAQs on the EU-ETS for Shipping (1st Edition)," which provides an overview of the EU-ETS and relevant information in EU-ETS for shipping sector.

ClassNK has issued the latest edition (Edition 2.1) of the FAQs updating based on the latest information available.

FAQs on the FuelEU Maritime

The afore-mentioned comprehensive climate change policy package, "Fit for 55," published by the EU in 2021, includes a proposal on FuelEU Maritime to promote the decarbonization of fuels used on ships, and the regulation was adopted by the European Parliament and the Council of the European Union in July 2023, with implementation starting from 1 January 2025.

System and application for EU/UK-MRV verification

ClassNK MRV Portal

ClassNK offers software “ClassNK MRV Portal” which enables users to submit MP and ER smoothly as well as download MP templates and control monitoring data such as sending monitoring data and documentary evidence from ship or shore to the verifier. The company can utilize the input data gathered through this service for preparation and submission of ER. Submitting data through ClassNK MRV Portal leads to reduced costs of ClassNK certification services for EU/UK-MRV.

Please note that when the company deals with the regulation, it is required to develop MP in accordance with the company’s procedures and monitor and confirm the accuracy of data, therefore just submission of data does not mean certification from the Society.
