IMO DCS and SEEMP

Introduction

Amendments to MARPOL Annex VI that makes the data collection system for fuel oil consumption of ships mandatory were adopted at 70th session of the Marine Environment Protection Committee (MEPC 70) held in October 2016, and has already entered into force from 1 March 2018 (IMO Resolution MEPC.278(70)). According to this regulation, for ships of 5,000 gross tonnage and above engaged in international voyage, the data collecting and reporting will be required from the 2019 calendar year. ClassNK will conduct the relevant document review and issuance of the statement of compliance subject to the authorization from Administration.
This page provides information for the preparation and submission of the SEEMP (Data Collection Plan) for verification as well as Data Collection, aggregation and reporting for fuel oil consumption and also the general explanations of the requirements on data collection system (hereafter IMO DCS) and the relevant procedures for its implementation.

1. Application

IMO DCS applies to ships of 5,000 gross tonnage and above, for which the Ship Energy Efficiency Management Plan (SEEMP) is required to be retained on board. (It is not applied to ships not propelled by mechanical means, and platforms including FPSOs, FSUs and drilling rigs, regardless of their propulsion.)

2. Requirements of IMO DCS and implementation schedule

The following requirements are applied.

1) Review of the revised SEEMP by the Administration or Recognized Organization (RO), issuance of Confirmation of Compliance, and retaining the SEEMP on board
i. Ships for which the delivery is placed on or after 1 March 2018: on or before the date of delivery
ii. Ships other than above (i): on or before 31 December 2018

2) Data collection for fuel oil consumption and relevant parameters
- On or after 1 January 2019

3) Aggregation of the collected data, and reporting to the Administration or RO (*)
- Within three months after the end of each calendar year

4) Verification of the reporting data by the Administration or RO, and issuance of Statement of Compliance
- Not later than five months after the end of each calendar year

5) Access to the disaggregated data that underlies the reported data
- Not less than twelve months after the end of each calendar year

1. Amendment of SEEMP (Addition of SEEMP Part II) and approval

1.1 Amendment of SEEMP (Addition of SEEMP Part II)

IMO DCS requires to develop SEEMP Part II in addition to SEEMP Part I according to RESOLUTION MEPC.282(70) 2016 GUIDELINES FOR THE DEVELOPMENT OF A SHIP ENERGY EFFICIENCY MANAGEMENT PLAN (SEEMP).

This guideline defines the existing SHIP MANAGEMENT PLAN TO IMPROVE ENERGY EFFICIENCY as SEEMP Part I and SHIP FUEL OIL CONSUMPTION DATA COLLECTION PLAN as SEEMP Part II.
As for sample form of SEEMP Part II and the contents to be described, please refer to the IMO guideline (IMO resolution- RESOLUTION MEPC.282(70)) For your reference, sample inputs of SEEMP Part II are available in the below links;

IMO DCS requires collecting and reporting of data for fuel oil consumption on or after 1 January 2019.
ClassNK offers web-application for verification of EU MRV called "ClassNK MRV Portal”. The functions for providing the report template, data reporting, data management on shore and approval is available.
This system is enabled to connect to other Reporting Systems (*) developed by your own company or third party providers, and thereby will avoid the on-board duplication of works.

2.2 Application for ClassNK MRV Portal (2018 Autumn)

“NK-SHIPS” users can apply ClassNK MRV Portal through the Web Service Portal. By applying from Web Service Portal, you can easily use Portal for IMO DCS, because in case of NK classed Ships, auto-input of the ship/company details and identification of ships by NK-SHIPS database is available.
Also, ships which have been already reporting to ClassNK MRV Portal can use the same data for IMO DCS reporting for IMO DCS verification
