Lifting Appliances
Overview
At the 107th session of the Maritime Safety Committee (MSC107), the Amendment to SOLAS II-1 regarding requirements of Lifting appliances and Anchor handling winches were adopted and Regulation 3-13 was newly established. Additionally, "Guidelines for Anchor handling winches" (MSC.1/Circ.1662) and "Guidelines for Lifting appliances" (MSC.1/Circ.1663) was approved. These new guidelines are referenced in SOLAS II-1/3-13.
The SOLAS convention and the Guidelines regulate requirements for design, construction, installation, maintenance, operation, inspection, test and so on of lifting appliances and lifting appliances shall comply with requirements on the SOLAS convention and the Guidelines on or after 1 January 2026.

In addition, applications of some requirements shall be determined by the Administrations. When the Administrations issue related circulars, the information will be provided on this page.
IACS Recommendation No.198
With regard to the amendments to the SOLAS Convention concerning lifting appliances and the related guidelines MSC.1/Circ.1663, in order to clarify the applicability of the requirements to lifting appliances and loose gears, IACS Recommendation No.198 has been issued.
No change is made to our procedures due to the issuance of the Rec. No.198.
Please note that this document is a Recommendation, and therefore its interpretation and application may differ depending on the judgment of each classification society.

For lifting appliances with SWL < 1,000 kg, the shipowner may deviate and apply the national regime according to the Industrial Safety Ordinance (Betriebssicherheitsverordnung, BetrSichV) which includes following minimum requirements:
