Special Requirements Relating to INMARSAT-C Ship Earth Stations of Singapore GMDSS Ships
INMATRAT-C ship earth stations installed on board GMDSS ships (ships fully complying with the requirements of Chapter IV of the 1988 SOLAS Convention) should comply with performance standards adopted by IMO (IMO Assembly Resolution A.663(16)). IMO Resolution A.663(16), paragraph 3.2 states that INMARSAT-C Ship Earth Station should be possible to initiate and make distress calls from the position from which the ship is normally navigated and from at least one other position designated for distress alerting. Reference is made to NK Technical Information No.136 (issued at 10 May 1994), by which it is informed that the additional requirements of GMDSS for the Greek flag ships have been notified by the Greek Government. Maintenance for electro-hydraulic cranes
Casualties occurred to jibs of over-10-years-old electro-hydraulic cranes installed on board some NK class ships. The casualties were such that jibs of the cranes fell suddenly and sustained damages when lowered without cargo after the cranes were started. The circumstance and the result of the investigation into the cranes damaged suggest possible causes of the fall of the jibs which are ; (1) insufficient warming up operations of the cranes at the cold temperature (about -10℃) might have kept the viscosity of the system oils of the electro-hydraulic systems high resulting in the systems not functioned as designed, and (2) deterioration of the oil motors as a result of insufficient maintenance work for the electro-hydraulic systems might have caused irreThis Technical Information became null and void on 27 Mar 2018.
IMPLEMENTATION OF MANEUVERING PERFORMANCE CAPABILITY TESTS FOR TANK VESSELS WITHOUT DOUBLE HULLS CARRYING OILS OF 5,000 GROSS TONNAGE AND MORE WHICH ENTER INTO U.S. WATERS
The U.S. Coast Guard recently revised "33CFR157, Subpart G, H & I" of their Rules. According to the revised "33CFR157,§157.455", tank vessels without double hulls carrying "petroleum oils" and/or "Non-Petroleum Oils" and/or "Animal Oils" and/or "Vegetable Oils" of 5,000 gross tonnage or more are required to have a Certificate issued by the Flag Administration or the authorized Classification Society certifying that the vessel was carried out the necessary maneuvering performance capability tests in accordance with the requirements of IMO Resolution A.751(18) ("INTERIM STANDARDS FOR SHIP MANOEUVRABILITY"). REQUIREMENTS OF GMDSS FOR HONG KONG REGISTERED SHIPS
The requirements of Hong Kong Government for a safety radio survey of ships registered in Hong Kong and equipped with GMDSS have just been received. For your information, these requirements, together with the requirements the Hong Kong Government notified the Society and the Society informed you previously, are summarized below. 1. The required number of qualified radio personnel is one holding a GOC issued by the Hong Kong Telecommunication Authority (HKTA), or one holding a GOC issued by his native country together with a valid "Authority to Operate" issued by the HKTA. The International Regulations for Preventing Collisions at Sea, 1972 as amended (COLREGS) states in its paragraph 2(g) of Annex I that the sidelights shall be placed at a height above the hull not greater than three quarters that of the foremast light, and also in its paragraph 9(a)(I) of Annex I that the sidelights shall be seen a minimum of 1° and a maximum of 3° on the opposite bow. There may be cases where a container ship has difficulties in installing its side lights in compliance with these requirements due to its deck stow of containers.
