Associated with the update, the existing TEC-1210 was superseded. Panama Maritime Authority (PMA) published Merchant Marine Circular MMC-386 regarding IHM for ships calling at EU ports. According to this circular, for Panamanian ships, the full-term Statement of Compliance (SOC) to demonstrate compliance with the Hong Kong Convention and Article 12 of the EU-SRR will be issued by PMA, after receiving the following documents from Shipowners, etc. as proof of survey through the electronic system.
