1. General
Instructions from the Administration of Liberia regarding IMO MSC.1/Circ.1352/Rev.1 (CSS Code Annex 14) were announced in ClassNK Technical Information No.TEC-1064 dated 8 April 2016. The Administration of Liberia has advised all parties concerned, including ClassNK, about their guidance on the application of relevant requirements to Liberia flagged containerships, as per the attached MARINE OPERATIONS NOTE 04/2016.
("Containership" means dedicated containerships and those parts of other ships for which arrangements are specifically designed and fitted for the purpose of carrying containers on deck.)
This Technical Information supersedes previous ClassNK Technical Information No.TEC-1064 dated 8 April 2016.

2. In the paragraph on "Existing container ships" in the attached MARINE OPERATIONS NOTE 04/2016, some instructions have been changed from those stated in MARINE OPERATIONS NOTE 01/2016 attached to ClassNK Technical Information No.TEC-1064, as follows.
- According to the previous NOTE 01/2016, existing ships, the keels of which were laid or which are at a similar stage of construction before 1 January 2015, were required to apply Section 4.4, Section 7.1, Section 7.3, and Section 8 of Annex 14 by the first survey related to the Safety Construction Certificate on or after 1 January 2016.
In the new NOTE 04/2016, application of the above Sections has been changed from "required" to "encouraged" to. (Refer to Section 1.)
- A new instruction has been added stating that concerns in applying the various sections in Annex 14 covered by the Note should be brought to the attention of the Administration. (Refer to Section 3.)
