1. General
Instructions from the Administration of Panama (Panama Maritime Authority (PMA)) regarding IMO MSC.1/Circ.1352/Rev.1 (CSS Code Annex 14) were announced in ClassNK Technical Information No.TEC-1089 dated 23 September 2016. The PMA has advised all parties concerned, including ClassNK, about their guidance on the application of relevant requirements to Panama flagged containerships as per attached Panama MARCHANT MARINE CIRCULAR MMC-340.
This Technical Information supersedes previous ClassNK Technical Information No.TEC-1089 dated 23 September 2016.

2. Application of MSC.1/Circ.1352/Rev.1 (CSS Code Annex 14) in accordance with MMC-340
- Containerships with a date of keel laying on or after 1 July 2017 shall apply Annex 14 entirely.
- Existing containerships with a date of keel laying prior to 1 July 2017 shall apply Sections 4.4, 7.1, 7.3 and 8 of Annex 14 by the first survey related to the Safety Construction Certificate on or after 1 July 2018 ; and
These existing containerships also must apply Sections 6 and 7.2 of Annex 14 as far as practicable, by their first scheduled dry-docking on or after 1 July 2018, but not later than 1 July 2023.

3. Please note that differing requirements might be implemented by port and terminal operators as per paragraph 2.2 in MMC-340, attached herewith.
