As informed by ClassNK Technical Information No.TEC-1139, the Amendments to MARPOL Annex VI entered into force on 1st March 2018 and Data collection systems for fuel oil consumption of ships (IMO DCS) is applied to ships of 5,000 gross tonnage and above, for which the Ship Energy Efficiency Management Plan (SEEMP) is required to be retained on board.

IMO DCS requires to retain on board the SEEMP which includes a description of the methodology for data collecting and the reporting processes as "SEEMP Part II" approved by the Administration or Recognized Organisation (RO) and Confirmation of Compliance (COC);
- by the date of delivery for ships for which the delivery is placed on or after 1st March 2018 (Newly building ships)
- by 31st December 2018 for ships other than above (existing ships).

About 6,500 of ClassNK registered existing ships are applied to the above requirements, and ClassNK is now conducting approval of the SEEMP Part II and issuance of COC* under the authorization from each Administration. For the purpose of awareness and calling for attention of management companies, ClassNK adds the below mentioned Note on Survey Status of the applicable ClassNK registered ships until 31st December 2018.
(*Some Administration (ex. Liberia) issues COC by themselves.)

"Note: The vessel is requested to retain on board the approved SEEMP(Part II) and Confirmation of compliance pursuant to regulation 5.4.5 of MARPOL Annex VI by 31 December 2018"

The above Note will be deleted from ClassNK Survey Status;
1. upon completion of the Approval of SEEMP Part II, for the ships applied to ClassNK, or
2. after January 2019, for ships other than above (regardless of completion of the Approval of SEEMP Part II).

Please contact ClassNK if you intend to delete the Note from Survey Status, due to the completion of Approval of the SEEMP Part II by the Administration or RO other than ClassNK.

Since it is expected that the application for Approval of SEEMP Part II and issuance of COC is concentrated toward the end of this year, it is highly recommended of your early preparation and applying the Approval of SEEMP Part II well in advance.
