As informed by ClassNK Technical Information No. TEC-1339, 1343 and 1354, the amendments to MARPOL Annex VI Appendix IX, which include corrections and additions to the items required to be reported under the IMO DCS, entered into force on 1 August 2025. Additionally, the guidelines for the development of the Ship Energy Efficiency Management Plan (SEEMP) have been revised. RESOLUTION MEPC.395(82) "2024 GUIDELINES FOR THE DEVELOPMENT OF A SHIP ENERGY EFFICIENCY MANAGEMENT PLAN (SEEMP)" was adopted on 4 October 2024, and RESOLUTION MEPC.401(83) "AMENDMENTS TO THE 2024 GUIDELINES FOR THE DEVELOPMENT OF A SHIP ENERGY EFFICIENCY MANAGEMENT PLAN (SEEMP) (RESOLUTION MEPC.395(82))" was adopted on 11 April 2025 (hereinafter referred to as the 2024 SEEMP GUIDELINES).

Existing ships holding SEEMP Part II as of 1 August 2025 are required, in accordance with the 2024 SEEMP GUIDELINES, to revise their SEEMP Part II by the end of 2025, obtain approval from the Flag State Administration or RO, and keep the newly issued Confirmation of Compliance (CoC) - SEEMP Part II onboard.

Furthermore, SEEMP Part III is required to be periodically updated every three years. Existing ships holding SEEMP Part III with target years 2023 - 2025 shall prepare a new SEEMP Part III for target years 2026 - 2028 by the end of 2025, obtain approval from the Flag State Administration or RO, and keep the newly issued Confirmation of Compliance (CoC) - SEEMP Part III onboard. Since most of the existing ships obtained the initial approval in 2022, the periodical update of SEEMP Part III will be required by the end of 2025. Therefore, please carry out both the revision of SEEMP Part II in accordance with the 2024 SEEMP GUIDELINES and the periodical update of SEEMP Part III.

To support clients in efficiently meeting these requirements, ClassNK has developed new functions in the ClassNK MRV Portal, which is the verification tool for IMO DCS and EU/UK MRV. The new function enables the simultaneous preparation and submission of SEEMP Part II and Part III for multiple ships and it was released on 22 October 2025.

Please prepare and submit SEEMP Part II and Part III through the ClassNK MRV Portal. A detailed user guide is available on the ClassNK MRV Portal (please refer to the screenshots on the following page).
