While the captioned annex has already entered into force on 31 December 1988 and the contents of the 1995 Amendment to the MARPOL Convention (MEPC.65(37)) were informed by our technical information No. 211(dated 10 April 1997), please be further informed about the contents of regulation 9 for your reference.

Contents of Regulation 9;
1) Display of placards
Every ship of 12 m or more in length overall shall display placards which notify the
crew and passengers of the disposal requirements of regulations 3 and 5 of this
Annex, as applicable.
2) Provision of a Garbage Management Plan
Every ship of 400 tons gross tonnage and above, and every ship which is certified to carry 15 persons or more, shall carry a garbage management plan in accordance with the guidelines developed by the Organization.
3) Provision of a Garbage Record Book
Every ship of 400 tons gross tonnage and above and every ship which is certified to carry 15 persons or more engaged in voyages to ports or offshore terminals under the jurisdiction of other Parties to the Convention and every fixed and floating platform engaged in exploration and exploitation of the sea-bed shall be provided with a Garbage Record Book, which shall be in the form specified in the appendix to this Annex.
4) Application
This regulation has been in force effective from 1 July 1997 for new ships and 1 July 1998 for ships built before 1 July 1997.









Since there are no descriptions on the annex and the amendment, the requirements of the annex have been dealt with as owner's responsibility for provision and supervision, however there are descriptions related to PSC (Port State Control) on regulation 8 of the annex. Furthermore, please note that it has recently been reported that compliance certificates issued by Classification societies or other third parties have been required to be shown at some ports.
In reply to these situations, if it is necessary, the Society may issue voluntary certificates (Statement) at the request of the owner. So please feel free to contact the nearest branch office if you wish to apply for issuance certificates(Statement).
