As informed previously in ClassNK Technical Information No.TEC-0710, 0729 International Convention on the Control of Harmful Anti-Fouling System will enter into force on 17 September 2008.
Also as you may know, EU countries have already requested that the vessel flying any one of EU country's flag and/or entering into EU ports should comply with the Convention from 1 January 2008. (Please refer to ClassNK Technical Information No.TEC-0528)

Considering the situation mentioned above, on and after 1 January 2008 or 17 September 2008, PSC might target the vessels entering not only into EU ports but also into the port of which countries have ratified the convention respectively and inspect whether vessels are complying with the Convention.

Accordingly Managing Companies whose vessels have not a Statement of Compliance (SOC) with the Convention are kindly requested to consult with ClassNK Head Office (Marine & Industrial Service Department or Survey Department) or nearest local office providing with such documents as follows;

1. Application
2. Purchase order sheets of the anti-fouling system and sealer coat
3. Receipt of the anti-fouling system and sealer coat
4. Declaration letter of anti-fouling system and sealer coat issued by manufacturers
[Including CAS No. (Chemical Abstract Service Registry Number)]
5. Material Safety Data Sheets (MSDS) or equivalent issued by manufacturers
6. Painting specification issued by manufacturers
7. Painting specification issued by shipyards
8. Historical document on painting work up to present since new construction issued by each shipyard, paint manufacturer or Ship's owner including the specification of blasting to all removal of TBT paint at Flat Bottom & Vertical Bottom or the record on Bottom covered by sealer coat
9. Copy of the certificate of Nationality (For New Ship only)

In addition, concerning the replacement of SOC with the International AFS Certificate, in case when the vessel(s) has already posses
