Summary of the outcomes of MSC90
A summary of the decisions taken at the ninetieth session of the Maritime Safety Committee (MSC 90) held from 16 to 25 May 2012 is presented hereunder for your information. 1. Adopted mandatory requirements The main mandatory requirements adopted at the session are as follows. Australian Maritime Safety Authority (AMSA) published Marine Notice 11/2012 "Guidance on ECDIS for ships calling at Australian ports" instead of Marine Notice 15/2010 and 7/2012. In "5.2 Familiarisation training", it was requested "The requirement for familiarisation is further recognised under the provisions of section 6.3 and 6.5 of the ISM Code". Equipment for the Singapore flag vessels
The Maritime and Port Authority of Singapore (MPA) has notified ClassNK of its requirement for equipment installed Singapore registered ships. Accordingly, we will deal with the matter as mentioned below and appreciate your action. (Please refer to attachment 1. According to a statistic data of PSC inspections for ships classed with ClassNK in 2011, a frequency of PSC pointing-out deficiencies with the lifeboat arrangements had once decreased in 2010, however, it was increased again in 2011 to the top frequency. (277 deficiencies pointed out/ 78 detentions) Analysis of PCS inspection reports shows that the main items, with which deficiencies were pointed out, are as follows: - Releasing gear: 32 deficiencies - Engine (including fuel, lub., exh. and cooling systems, clutch and battery): 71 deficiencies, * Battery for starter: 26 deficiencies - Reflective tape: 15 deficiencies These deficiencies themselves may be judged "to be rectified before departure" etc. However, if two or more deficiencies are found concurThis Technical Information became null and void on 13 Aug 2013.
PSC Concentrated Inspection Campaign on Fire Safety Systems Arrangements
Paris MOU and Tokyo MOU are planning the following PSC Joint Concentrated Inspection Campaign (CIC) in 2012. Items of concentrated inspection : Fire Safety Systems Arrangements (SOLAS Chapter II-2) Campaign period : From 1 September to 30 November 2012 By this campaign, fire safety systems arrangements, maintenance records, documentation, equipment, crew familiarization etc. will be verified in more detail. Concurrently, Black Sea MOU and Indian Ocean MOU are also planning the same campaign during the same period. Maintenance, inspection and test of Fire-Protection Systems and Appliances on board the Isle of Man-registered ships
The Isle of Man Ship Registry has informed ClassNK of Industry Circular No.6, "Periodic Inspection, Testing and Maintemance of Compressed Gas Cylinders, Fire Extinguishers and Fixed Fire-Protection Systems". Steering gear test with the vessel not at the deepest seagoing draught
IACS Unified Interpretation SC 246 for SOLAS II-1/Regulation 29 is applied to ships contracted for construction on or after 1 July 2012. According to the unified interpretation, when trials are conducted with the vessel not at the deepest seagoing draught, the loading condition may be accepted on either one of the following conditions unless any specific instruction is provided by the flag administration (*). (a) Trial is conducted on the condition that the rudder is fully submerged (at zero speed waterline) and the vessel is in an acceptable trim condition. As already advised in ClassNK Technical Information TEC-0832 issued on 11 November 2010, the control of the sulphur content in fuel oil for ships operating within the designated North American Emission Control Area (MARPOL ANNEX VI, Regulation 14) will commence on 1 August 2012. The attached MEPC.1/Circ.723 provides the boundary of the Emission Control Area. Installation of ballast water management system for the ships calling at Malaysian ports
The Maritime Department Malaysia has announced the treatment of International Convention for The Control and Management of Ships' Ballast Water and Sediments (hereinafter referred to as "the Convention") by their SHIPPING NOTICE (MSN 04/2012) as excerpted below. ClassNK informed all concerned of the implementation of ECDIS in ClassNK Technical Information TEC-0907. Regarding paragraph 6. (3) TEC-0907 guidance on ECDIS installation, the ECDIS is required to display Radar video, ARPA information and AIS information. This requirement is applied to main ECDIS for newbuilding ships and does not apply to backup ECDIS or ECDIS installed on board existing ships. The Annual Test of Automatic Identification System (AIS) was added to SOLAS Chapter V/18 by 2010 Amendments. Implementation of Electronic Chart Display and Information System (ECDIS)
Paragraphs 2.1.4 and 2.10, 2.11 relating to the Electronic Chart Display and Information System (ECDIS) were revised and newly added to SOLAS Chapter V/19 at MSC86 in June 2009. ECDIS and back-up arrangement will be phased in from 1 July 2012. Verification for the Material and Equipment containing Asbestos
In accordance with SOLAS Chapter II-1/Reg. 3-5, new installation of materials which contain asbestos shall be prohibited for all ships from 1 July 2002, except for some cases, e.g., gaskets used under high temperature, etc, and further, those exceptions are not accepted from 1 January 2011. Meanwhile, IMO pointed out that materials which contain asbestos are still newly installed onboard ships. In response to this, IACS adopted Unified Interpretation UI SC249 which requires the confirmation of asbestos-free declarations and supporting documentation as a verification method for asbestos-free. The United States Coast Guard (USCG) has issued the rule with regard to obligation of installation of ballast water management system for the vessels engaged in U.S. waters. The rule is entitled as "Standards for Living Organisms in Ship's Ballast Water Discharged in U.S. Waters", Vol.77, Federal Register Reg.17254, on 23 March 2012 (Hereinafter referred to as "BWDS"). BWDS will become effective on 21 June 2012 after 90 days of issuance of this rule. BWDS is contained in revised 33 CFR Part 151 Subpart C and D (Regulations for ballast water control and management requirements) and 46 CFR Part 162 Subpart 162.060 (Regulations for ballast water management system). Rule requirements of ballast water performance standard are the same as Regulation D-2 of "IntEmission Control of Volatile Organic Compounds (VOCs) from tankers - Designated Ports in Netherlands and the Republic of Korea
In relation to the emission control of Volatile Organic Compounds (VOCs) from tankers, tankers subject to regulation 15 (3) of MARPOL Annex VI are to be provided Vapour collection system in accordance with the safety standards MSC/Circ.585 when calling at ports and terminals designated by IMO. So far, there were no such designated ports and terminals for the emission control of VOCs, it was notified that the Netherlands and the Republic of Korea designated the ports under the specified conditions in MEPC.1/Circ.774 issued on 21 December 2011 (Refer to the Attachment 1). Special requirements for Air Pressure Test of Immersion Suit and Anti-Exposure Suit onboard Malta flagged vessels
The Malta Government has noticed ClassNK of the special requirements for Intervals of Air Pressure Test of Immersion Suit and Anti-Exposure Suit onboard Malta flagged vessels. Before this notice, the Immersion Suit and Anti-Exposure Suit are to be subjected to an air pressure test at intervals not exceeding three years. The requirement of the air pressure test at intervals every 30 months (2 1/2 years) for suits of less than 10 years of age or every 12 months (1 year) for suits of ten years of age over are revised in this notice. In addition Testing may be performed at a suitable shore-based facility or alternatively on board ship provided that suitable testing equipment is available. The Marshall Islands Government informed ClassNK the special requirements for Fire Protection Systems and Appliances for the Marshall Islands flag vessels(Marine Notice No.2-011-14 Rev.2/12) as follows. 1. Use of Halon systems SOLAS '74, Reg.II-2/10 permits the use of Halons as fire extinguishing media on ships built before 1 October 1994. It is not established a phase-out date for existing Halon systems. However, it should be noted that the release of Halons into the atmosphere when testing existing systems is prohibited. In addition, the European Commission considers that supply of a non-EU flagged ship in an EU-port with Halon an illegal export. Fall Preventer Devices (FPDs) for the UK Flagged vessels
The UK Government has notified ClassNK of the special requirement for fall preventer devices (FPDs) for lifeboats on board UK flagged vessels (MGN 445 (M+F)). The UK Government strongly urges that all UK vessels fitted with lifeboat on-load release systems (LRRS) should be equipped with FPDs in accordance with MSC.1/Circ.1327 pending the evaluation of the systems for compliance with the requirements of the revised LSA Code. The Cyprus Government has noticed ClassNK of the information regarding evaluation and replacement of the lifeboat release and retrieval systems. Please be advised as follows. As for the guidance of MSC.1/Circ.1392, the Government requests to carry out the evaluation at the earliest opportunity and at the latest by 1 July 2013 for the existing lifeboat release and retrieval systems. Fall preventer devices (FPDs) in accordance with MSC.1/Circ.1327 are to be employed for each existing lifeboat release and retrieval system until the systems installed on board comply with the requirement of SOLAS regulation III/1.5. Fall Preventer Devices (FPDs) for the Norwegian Flagged vessels
The Norwegian Government has notified ClassNK of the special requirement for fall preventer devices (FPDs) for lifeboats on board Norwegian flagged vessels as follows. The Norwegian Government requires the Fall Preventer Devices (FPDs) which comply with MSC.1/Circ.1327 for all Norwegian Flagged vessels, until such time as the lifeboat release and the retrieval systems (LRRS) have undergone the necessary design review and performance test, and have been either confirmed compliant with the relevant requirements of the revised LSA Code or replaced with compliant devices. In response, ClassNK Technical Information No.TEC-0860(2) "Marshall Islands" has been modified as follows. Fall Preventer Devises (FPDs) for the Hong Kong-registered vessels
The Hong Kong Government has notified ClassNK of the special requirement for fall preventer devises (FPDs) for lifeboats on board Hong Kong-registered vessels as follows. (a) With a view to reducing the accidental release of lifeboat, shipowners and managers of Hong Kong registered vessels are strongly urged to ensure that the lifeboats on their ships fitted with on-load release devices are equipped with fall preventer devices (FPD) as per paragraph 6 of the Guidelines for Evaluation and Replacement of Lifeboat Release and Retrieval Systems (MSC.1/Circ.1392), pending the evaluation which will be conducted in accordance with the above guidelines; and (b) Provided that the existing lifeboat release and retrieval systems have been evaluated (not later thaThis Technical Information became null and void on 29 Oct 2015.
Special requirements for emergency escape breathing device(EEBD) regarding Bahamas flagged vessels
The Bahamian Government has notified ClassNK of special requirements for emergency escape breathing device(EEBD) on board the Bahamas flagged vessels as follows. 1. SOLAS Chapter II-2 specifies the carriage requirement for EEBD in accommodation spaces as follows: (1) Cargo ships : Not less than two; (2) Passenger ships : Not less than two in each main vertical zone (3) Passenger ships carrying more than 36 passengers : In addition to the number specified in (2) above, not less than 2 in each main vertical zone. 2. The number and location of EEBD to be provided in the machinery spaces is available in IMO Circular MSC/Circ.1081. 3. All ships shall carry spare EEBDs that shall be located in a control station. In recent years, there have been many reported cases of problems with Emergency Fire Pump, especially, self-priming pump and associated equipment that are direct result of poor maintenance. In many of these cases, the problems were so minor that they could have been easily avoided through performing simple maintenance on site. Emergency Fire Pumps are required to be promptly activated without fail in the event of a fire which means that they need to be kept in good working condition at all times. Republic of Turkey issued Circular No: 517/2011 and informed that the vessels on the quay of Turkish Ports and the inland vessels cannot use marine diesel whose Sulphur content exceeds 0.1% by mass as of 1 January 2012. Further, passenger vessels sailing in marine jurisdictions of Turkey cannot use marine fuels whose Sulphur content exceeds 1.5% by mass.
