The Panama Maritime Authority has updated the Merchant Marine Circular MMC-380 on measures to reduce the number of PSC detentions and to improve the performance of Panamanian vessels. In this regard, the previous ClassNK Technical Information No.TEC-1297 (dated 22 May 2023) have been revised accordingly. The eighty-first session of the International Maritime Organization (IMO) Marine Environment Protection Committee (MEPC 81) was held from 18 to 22 March 2024. Ballast Water Management Record Book (BWRB) Amendments to the form used for BWRB set out in Appendix II of the Ballast Water Management Convention (Attachment 1: MEPC.369(80)) and a guidance providing sample entries of an amended BWRB (Attachment 2: BWM.2/Circ.80) have been adopted. IMO Resolution A. 1049(27) (2011 ESP Code) regulates the requirements of the Enhanced Survey Programme for bulk carriers and oil tankers. The resolution includes coating condition criteria for ballast tanks and further specifies that internal inspections are required at annual intervals in cases where said coating conditions fail to satisfy the criteria. Although different coating condition criteria have been applied to bulk carriers and oil tankers, the IMO amended the ESP Code to revise the coating condition criteria for the ballast tanks of bulk carriers as well as to clarify some other requirements. LRIT conformance test for Liberia flagged ships
Regarding LRIT conformance test, Liberia Maritime Authority published Marine Notice ISP-003 Rev.07/24. A summary of Marine Notice ISP-003 Rev.07/24 is as below. 1. Commencing 1 January 2024, all Conformance Test Reports will be issued with validity not exceeding twelve (12) months from the conformance test completion date. 2. As of 1 April 2024, the Annual conformance test shall be conducted annually based on the anniversary date of the last conformance test, including LRIT with a Conformance Test Report issued on or before 31 December 2023. 3. Rules concerning computer-based systems (IACS UR E22 (Rev.3) related)
IACS UR E22 (hereinafter referred to as "UR E22") is unified requirements relating to computer-based systems used on vessels, which has recently been amended and adopted as UR E22 (Rev.3) to better clarify the requirements, specific to each of the phases of design, development, commissioning, and maintenance. ClassNK has amended Rules to involve incorporating UR E22 (Rev.3) into Rules/Guidance for the Survey and Construction of Steel Ships, Part X that have been newly established (scheduled to come into effect in July 2024). Contemporaneously with the amendments, existing Part D, Chapter 18, Annex 18.1.1 of the Rules and Guidance for the Survey and Construction of Steel Ships, which specifies the requirements pursuant to UR E22 (Rev.2), has been deleted.Issuance of AFS Certificate in accordance with the amendment of the AFS Convention to add the Cybutryne to the list of banned substances (Reminder)
As previously informed in ClassNK Technical Information No.TEC-1288, vessels having AFS Certificate as of the effective date of the amendment to the AFS Convention to add Cybutryne to the list of banned substances (1 January 2023) shall undergo documentary verification and receive AFS Certificate in a new format within 2 years from the effective date (by 31 December 2024). Application of IMSBC Code 7th Amendment
Please be informed the application of IMSBC Code Amendment 07-23 as follows. The IMSBC Code amended by IMO Resolution MSC.539(107) is referred to as "IMSBC Code 7th Amendment" in this Technical Information. The current IMSBC Code 6th Amendment is valid until 31 December 2024. At the 102nd session of the Maritime Safety Committee (MSC102), amendments to SOLAS II-1/3-8 and "Revised Guidance on Shipboard Towing and Mooring Equipment" (MSC.1/Circ.1175/Rev.1) were adopted. Additionally, "Guidelines on the Design of Mooring Arrangements and the Selection of Appropriate Mooring Equipment and Fittings for Safe Mooring" (MSC.1/Circ.1619) and "Guidelines for Inspection and Maintenance of Mooring Equipment Including Lines" (MSC.1/Circ.1620), were approved. These new guidelines are referenced in SOLAS II-1/3-8. The amendments to SOLAS II-1/3-8 will come into force on 1 January 2024. Hence all applicable vessels, regardless of their date of construction, shall comply with the requirements by the effective date, except for certain provisions.Summary of the Outcomes of MSC 107

Amendments to extend the scope of the EU Directive for EU Emissions Trading System to the shipping sector (hereinafter EU-ETS Directive) were adopted, with effect from 1 January 2024. Under these amendments, ships of 5,000 Gross tonnage and above, arriving at or departing from ports within the jurisdiction of any EEA member state1, regardless of the Flag state, will be required to purchase and surrender2 allowances equivalent to EU ETS applicable GHG emissions on an annual basis. Failure to do so will result in penalties such as fines and a ban on entry into ports within the EEA territories. In connection with the application of the EU-ETS Directive, amendments to the EU-MRV Regulations have also been adopted. The followings are major revised parts from the No. TEC-1289. The requirement for carriage of immersion suits for use during drills is NOT amended. This ClassNK Technical Information supersedes ClassNK Technical Information No. TEC-1289. - For immersion suit and anti-exposure suit, air pressure test is to be conducted at three years intervals, and annually for suits over ten years of age according to MSC/Circ.1114. The Panama Maritime Authority has issued the Merchant Marine Circular MMC-380 on measures to reduce the number of PSC detentions and to improve the performance of Panamanian vessels. With this update, provisions for an occasional survey equivalent to an annual survey by the RO that issued the SMC of the vessel have been added as a preventive measure. The scope of "occasional survey" is defined in paragraph 4.12 of the MMC-380. According to paragraph 6 of the MMC-380, this occasional survey must be carried out before or at the time of arrival at a port in the United States, a Paris MOU member country, Australia, or China. Information on the compliance with the EU Ship Recycling Regulation for non-EU flagged ships has been provided in ClassNK Technical Information No. TEC-1107 and No. TEC-1207. For ships flying the Liberian flag, the ships are subject to MARINE OPERATIONS NOTE 01/2023, which applies to IHM for ships calling at EU ports. Regarding Merchant Marine Circular MMC-144 issued by Panama Maritime Authority which was notified by ClassNK Technical Information No. TEC-1281, the revised MMC-144 has been issued in February 2023. The major revised parts from the TEC-1281 are as follows. The 106th session of the Maritime Safety Committee (MSC 106) was held from 2 to 11 November 2022. Since the minutes, resolutions and circulars of the meeting were recently released from the IMO, a summary of the decisions taken at MSC 106 is provided as below for your information. 1. Japanese government (hereafter referred to as "JG") has officially approved the issuance of electronic certificates. Given the fact, electronic certificates can be issued to Japanese-flagged vessels and DOC (Document of Compliance) issued to company managing Japanese-flag vessels. An overview of the electronic certificates issued by ClassNK and the endorsement to electronic certificates issued by JG are given below. 1. (Background) The MLC Convention 2006 was ratified in 2013, and about 10 years have passed since the MLC Convention came into force on 5th August 2014 for Japanese flagged ships. So, from 2023 onwards, many ships will be due for the second renewal inspection. For the first renewal inspection, document review and on-board inspection have been carried out since 15 and 16 items of DMLC Part-II were newly established in accordance with the amendments of 2014 to the MLC, 2006(Regulations 2.5 and 4.2 of the MLC Convention). Application of IMSBC Code 6th Amendment
Please be informed the application of IMSBC Code Amendment 06-21 as follows. The IMSBC Code amended by IMO Resolution MSC.500(105) is referred to as "IMSBC Code 6th Amendment" in this Technical Information. The current IMSBC Code 5th Amendment is valid until 30 November 2023. The Administration of United Kingdom (UK) has issued MSN 1874 (Amendment 6) concerning special requirements of marine equipment for onboard UK flagged ship. The outlines of the requirements are as follows. Marine equipment listed in Annex 1 of the MSN newly placed onboard on or after 1 January 2023 is required to be approved by UK approved bodies except for the following cases. (1) Equipment that is defined as a "spare" part can continue to be placed on board a UK flagged ship, this includes on or after 1 January 2023.
