The 1988 Amendments to SOLAS regarding GMDSS requires in Regulation IV/17 that in accordance with ITU/Radio Regulation all the GMDSS ships should carry a radio logbook and record in it all incidents connected with radio communication service which appear to be of importance to safety of life at sea. Close-Up Survey for Longitudinals in Double Bottom and Bilge Hopper Tanks of Large Bulk Carriers

PLEASE BE INFORMED THAT fractures have been recently reported in the longitudinals in double bottom and bilge hopper tanks of large bulk carriers of more than 200 meters in length. This type of fractures have been found in the bottom longitudinals and side longitudinals of high-tensile steel at the following locations : 1. Intersection with watertight floors and watertight bulkheads 2. Connection with stiffeners or brackets on floors and transverse web plates The fractures propagated toward shell plates. It is reported that a certain ship evacuated as emergency measures because the fracture extended into the shell plate. The Belizean Government, the Qatari Government and the Sri Lankan Government have notified the Society of their requirements for radio personnel on board GMDSS ships, which are reproduced below for information/action: Required Radio Personnel on Board Belizean Flag GMDSS Ships 1. The Government has recently notified the Society that they are taking steps to establish Sea Area A1 (the area within 30 miles of Singapore) and Sea Area A2 (the area within 200 miles of Singapore but outside Sea Area A1) around their coastal waters, and ships plying solely within Sea Area A1 may be fitted with GMDSS equipment for Sea Area A1 and ships plying solely within Sea Areas A1 and A2 may be fitted with GMDSS equipment for Sea Areas A1 and A2. 2. Application of ILO Conventions to Crew Accommodations of Liberian Ships and Marshall Islands Ships

The Liberian Government and the Marshall Islands Government, informing the Society that ILO Conventions No. 92 and No. 133 have already been effective in these countries, have notified the Society of the instructions on the application of these Conventions to Liberian ships and Marshall Islands ships. The "Merchant Shipping (Crew Accommodation) Regulations 1997 will enter into force on 1 December 1997. The Regulations are based on the ILO Convention No. 92 and contain provisions setting minimum standards for the location, construction, arrangement, equipment and facilities of crew accommodations on board ships. The Regulations will apply to new ships (of which keels are laid or which are at a similar stage of construction on or after 1 December 1997) of 500 gross tons and above, and existing ships (which are not new ships) of 500 gross tons and above of which the crew accommodations are substantially altered or reconstructed on or after 1 December 1997.
