The 84th session of the International Maritime Organization (IMO) Marine Environment Protection Committee (MEPC 84) was held from 27 April to 1 May 2026. Since the minutes, resolutions and circulars of the meeting were recently released from the IMO, a summary of the decisions taken at MEPC 84 is provided below for your information. 1. The Panama Maritime Authority has revised Merchant Marine Circular MMC-195 (in April 2026) regarding the implementation of LRIT Conformance Test for Panamanian flagged ships. Therefore, the contents of the previous ClassNK Technical Information No. TEC-1369 (issued on 4 December 2025) have been updated accordingly. This Technical Information supersedes the previous ClassNK Technical Information No. TEC-1369. 1. The circular applies to the following types of Panamanian flagged vessels, engaged on international voyages. (MMC-195, 4.1, 4.2) - All passenger ships - Cargo ships of 300 gross tonnage and above - Mobile Offshore Drilling Units (MODU) that are propelled by mechanical means - Offshore Support Vessels, Special Purpose Ships and Mobile Offshore

As announced in ClassNK Technical Information No.TEC-1371 (issued on 16 December 2025), the UK Emissions Trading Scheme (UK-ETS) will be expanded to include the shipping sector, starting on 1 July 2026. The legislation expanding the scope of the UK-ETS to include the shipping sector - "The Greenhouse Gas Emissions Trading Scheme (Amendment) (Extension to Maritime Activities) Order 2026 (Statutory Instruments 2026 No. 392)" (hereinafter the "UK-ETS Regulation") - has now been officially published and will enter into force on 1 July 2026, as scheduled.
