Information on the compliance with the EU Ship Recycling Regulation for non-EU flagged ships has been provided in ClassNK Technical Information No. TEC-1107 and No. TEC-1207. For ships flying the Liberian flag, the ships are subject to MARINE OPERATIONS NOTE 01/2023, which applies to IHM for ships calling at EU ports. According to this circular, for ships flying the Liberian flag, the Liberian Administration will issue the full-term Statement of Compliance (SOC) to demonstrate compliance with the Hong Kong Convention and the EU-SRR.

From 1 March 2023, for the issuance of the full-term SOC, ClassNK will issue the interim SOC valid for five (5) months and submit a copy of the following documents to the Administration at the time of completion of the IHM initial, additional or renewal Survey.

- Survey record
- Updated Part I of the Inventory of Hazardous Materials (IHM) on board the ship
- Interim SOC

The Liberian Administration will issue the full-term SOC based on the documents provided by ClassNK, so neither the shipowner, the operator nor the management company is required to apply to the Liberian Administration for the issuance of the full-term SOC.

Incidentally, the full-term SOC issued by ClassNK before 28 February 2023 will remain valid until the expiry date indicated on the full-term SOC.
