Introduction of HSSC to the Maltese vessels

We have pleasure to inform you of the following instruction from the Maltese Administration.

Quote:

As a contracting Party to the 1988 Protocol of SOLAS and Load Line Convention, this Administration has adopted IMO Res. 883(21). In this respect all Recognized Classification Societies are requested to follow Annex 1 of IMO Res. A.883(21) when it comes to the implementation of the HSSC.

In order to have a uniform implementation of the system, it is this Administration's requirement that all ships are to implement the HSSC System during the Safety Construction Intermediate (SC-IS) or Special Surveys (SC-RS) , which is the earliest. If the owners so desire, the implementation can be done during the first Safety Construction Annual Survey (SC-AS).

With respect to Safety Equipment and Safety Radio Certificates, if the renewal surveys had been carried out within 3 months of the day of implementation, such survey will remain valid.

Please apply the Society for the survey for issuing the all applicable HSSC certificates such as;
(a) International Load Line Certificate,
(b) Cargo Ship Safety Construction Certificate,
(c) Cargo Ship Safety Equipment Certificate,
(d) Cargo Ship Safety Radio Certificate,
(e) International Oil Pollution Prevention Certificate,
(f) International Pollution Prevention Certificate for the Carriage of Noxious Liquid Substances in Bulk,
(g) International Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk, or
(h) International Certificate of Fitness for the Carriage of Liquefied Gases in Bulk,
at the SC-IS or SC-RS certainly, and at the SC-AS if desired.



[Introduction of the HSSC at the Safety Construction Renewal Survey]
(a) All certificates will be issued for a period of 5 years after satisfactory completion of the relevant Renewal Surveys.
(b) When Periodical Surveys/Renewal Surveys other than for Safety Construction have been carried out within 3 months preceding the new anniversary date, then the relevant certificates will be rewritten without the need to conduct further surveys. The expiry date of the certificates will be the same as that of the Safety Construction Certificate issued in accordance with the HSSC.

[Introduction of the HSSC at the Safety Construction Annual Survey]
(a) All certificates will be issued with the same expiry date as that of the existing Safety Construction Certificate after satisfactory completion of the following surveys:
(I) Annual Survey LL, SC, IOPP, NLS, IBC Code, IGC Code
(ii) Periodical Survey SR
(iii) Periodical Survey SE
(b) Notwithstanding (a) (iii) above:
(I) if the HSSC is introduced at the 1st Anniversary Date (Fig. 2),
Owners may choose SE Annual Survey for the issuance of the Safety Equipment Certificate if the last survey equivalent to SE Periodical Survey was carried out at a date which is not earlier than 15 months and not than 3 months before the new anniversary date of the Safety Construction Certificate. The SE Periodical Survey is to be carried out at the 2nd or 3rd anniversary date of the new Safety Construction Certificate,
(ii) if the HSSC is introduced at the 2nd Anniversary Date (Fig. 3),
Owners may choose SE Annual Survey for the issuance of the Safety Equipment Certificate but the SE Periodical Survey is to be carried out on the 3rd anniversary date of the new Safety Construction Certificate,
(iii) if the HSSC is introduced at the 3rd Anniv
