As informed previously by ClassNK Technical Information No. 390 issued on 28 December 2000, every ship of 150 gross tonnage and above certified to carry noxious substances in bulk is required under Reg. 16 of Annex II to MARPOL73/78 to carry on a Shipboard Marine Pollution Emergency Plan for noxious liquid substances (hereafter referred to as Plan) approved by the Administration not later than 1 January 2003.

According to our records, although the deadline of the implementation 1 January 2003 is coming closer, a number of ships have not yet carried the Plan onboard. The shipowners of these ships are requested to take a prompt action to prepare the Plan so that the approved Plan could be placed onboard by the date of implementation. The survey to confirm the approved Plan placed onboard is also required by that date.
