Start of the Annual report verification of IMO Data Collection Systems for fuel oil consumption of ships (IMO DCS)

As informed by ClassNK Technical Information No. TEC-1139 and 1187, the Amendments to MARPOL Annex VI entered into force on 1st March 2018 and Data collection system for fuel oil consumption of ships (IMO DCS) is applied to ships of 5,000 gross tonnage and above, for which the Ship Energy Efficiency Management Plan (SEEMP) is required to be retained on board.

IMO DCS requires the companies:

1. to collect each ship's fuel consumption data and relevant parameters according to the methodology included in the SEEMP Part II from the calendar year 2019,
2. to aggregate the collected data, and report to the Administration or RO within three(3) months after the end of each calendar year and the data shall be verified by the Administration or RO,
3. in the event of the transfer of a ship from one Administration to another and/or a change from one Company to another, to aggregate the collected data, and report to the Administration or RO on the day of completion of the transfer or the change or as close as practical thereto and the data shall be verified by the Administration or RO, and
4. After the verification is completed satisfactorily, the Administration or RO will issue a Statement of Compliance(SOC) not later than five(5) months after the end of each calendar year. (SOC must be onboard the vessel.)

Now, since the data collection period for 2019 has been completed, the Society has started accepting application of certification services for annual fuel consumption reports through the web service "ClassNK MRV Portal". Therefore, please refer to the following steps to submit a DCS annual report and apply for the certification.

Step 1. Registration of company / ships in ClassNK MRV Portal
Please refer to "Procedures for ClassNK MRV Portal Registration" (Link 1) if you have not completed registration with ClassNK MRV Portal.
Step 2. Report and upload voyage data for each ship
If the data of each ship has not yet been uploaded to ClassNK MRV Portal, please refer to "ClassNK MRV Portal Quick Start Guide (for IMO DCS)" (Link 2).
This step is not required if you are sending data by linking your company's ablog to ClassNK MRV Portal or if you have been sending data continuously since the last year.
