Compliance with the EU Ship Recycling Regulation - For Panamanian flagged vessels

This Technical Information is to provide updated guidance for Panamanian flagged vessels on compliance with the EU Ship Recycling Regulation.

By ClassNK Technical Information No. TEC-1207, we announced that
- the handling of the issuance of statement of compliance (SOC) for non-EU flag ships calling at EU member states based on the instructions from each flag state and;
- the following information regarding the ships with the IHM notation affixed to their classification character (ships to which an SOC was issued by ClassNK, not on behalf of the flag Administration).

For ships with the IHM notation, it will be applied at the IHM renewal survey conducted in conjunction with the next class special survey. If new SOCs are needed in advance of the expected period of the next class special survey due to the schedule of the visit to EU ports;
1) In cases where after the last class periodical survey major modifications or repairs were conducted, contact our survey site for an IHM occasional survey.
2) In cases where after the last class periodical survey no major modifications or repairs were conducted, contact ClassNK Ship Management Systems Dept.-Environment Section.

Meanwhile, Panama Maritime Authority (PMA) published Merchant Marine Circular MMC-386 regarding IHM for ships calling at EU ports.
According to this circular, for Panamanian ships, the full term Statement of Compliance (SOC) to demonstrate compliance with the Hong Kong Convention and Article 12 of the EU-SRR will be issued by PMA, after receiving the following documents from Shipowners, etc. as proof of survey through the electronic system.

Required documents as per item 6.5 of MMC-386;
6.5.1. Interim SOC issued by the Recognized Organization,
6.5.2. Part I of the Inventory of Hazardous Materials,
6.5.3. Survey Report,
