Fleet Risk Assessment (FRA) and Performance Accelerated Program (PMAP) for Panamanian vessels
The Panama Maritime Authority has newly issued Merchant Marine Circular MMC-405 regarding Fleet Risk Assessment (FRA) and Performance Accelerated Program (PMAP) for Panamanian vessels. As a result, the previous Merchant Marine Circular MMC-380, which prescribed the measures to reduce the number of PSC detentions and to improve the performance, has been repealed. The related survey, audit, and reporting procedures prescribed in MMC-380 have been replaced by those prescribed in MMC-405.
This Technical Information supersedes the previous ClassNK Technical Information No.TEC-1326 (dated June 21, 2024).
This is also to inform that, the designation of "Warning vessels" and "Critical vessels" as defined in paragraphs 3.1 and 3.2 of MMC-405, as well as the instructions regarding additional survey, audit, and application of PMAP as stipulated in paragraph 4.1, fall under the exclusive authority of the Panama Maritime Authority. Upon receiving individual notification to a specific ship from the Panama Maritime Authority, it is to follow the related instructions accordingly.
