Expansion of the UK-ETS to the shipping Sector (2nd Report)

As announced in ClassNK Technical Information No.TEC-1371 (issued on 16 December 2025), the UK Emissions Trading Scheme (UK-ETS) will be expanded to include the shipping sector, starting on 1 July 2026.

The legislation expanding the scope of the UK-ETS to include the shipping sector - "The Greenhouse Gas Emissions Trading Scheme (Amendment) (Extension to Maritime Activities) Order 2026 (Statutory Instruments 2026 No. 392)" (hereinafter the "UK-ETS Regulation") - has now been officially published and will enter into force on 1 July 2026, as scheduled.
Prior to the entry into force of this legislation, the existing UK monitoring, reporting and verification of CO2 emissions regime from UK-related voyages (hereinafter "former UK-MRV Regulation") was revoked on 3 April 2026. Accordingly, monitoring, reporting and verification of GHG emissions from UK-related voyages will be conducted in accordance with the UK-ETS Regulation.

In connection with the above, the following additional information has been confirmed.

1. Voyages subject to monitoring, reporting and verification
From 1 July 2026, monitoring, reporting and verification of GHG emissions will be required under the UK-ETS Regulation. On the other hand, the former UK-MRV Regulation was revoked on 3 April 2026. Accordingly, the handling of emissions data for voyages related to the UK and during stops at UK ports from 1 January to 1 July 2026, is as follows:
