Application of Tonnage Certificate (ITC'69) endorsements for Panamanian Flagged Vessels
In cases where a Tonnage Certificate is to be issued for a Panamanian ship, it is necessary that the ITC'69 be endorsed by Panama Maritime Authority (hereinafter, PMA). In cases where a Tonnage Certificate is to be issued for a Panamanian ship for the first time (e.g. new construction, flag change, etc.), a copy of the GA (General Arrangement Plan) should be sent to the PMA as part of the necessary documents required for ITC'69 endorsement. You are kindly requested to provide a copy of the GA (General Arrangement Plan) together with other necessary documents to ClassNK since such a copy is necessary in order to apply for an ITC'69 endorsement to the PMA through ClassNK. The Government of Panama notified the following instruction regarding extension of statutory certificates and the period of servicing of liferafts for Panama flagged ships. For the details of the instruction, please refer to the letter from the Government of Panama (JLO/11/09/001) as attached. ClassNK had been authorized to extend Cargo Ship Safety Equipment (SE) Certificates, Cargo Ship Safety Radio (SR) Certificates and the period of servicing of liferafts for Panama flagged ships without a consultation with the Government. However, the Government of Panama advised that a previous approval for extension is required from the Government on case by case basis. Application of the service suppliers for examination of lifeboats, their on-load release gears and launching appliances of Panamanian flag ships
As informed by ClassNK Technical Information No.TEC-0693 dated 12 April 2007 and No.TEC-0721 dated 26 December 2007, in case where the manufacturer-certified service suppliers are not available for the Annual Through Examination of the lifeboats, their on-load release gears and launching appliances for Panamanian flag ships, an individual authorization from Panama Maritime Authority (PMA) is required in a case by case basis to carry out the above examinations by the service suppliers who are not certified by the manufacturers. Recently, PMA has instructed ClassNK to use the attached application form (Application For Service Station Approval (Form Code: F-SEG-01-06-01)) to apply the above authorization. New Guidelines related to the Paris Memorandum of Understanding (Paris MOU) for Panamanian Ships of 20 years of age or more
Panama Maritime Authority has notified ClassNK of Merchant Marine Circular No.173 (hereinafter, the circular) regarding guidelines related to the Paris Memorandum of Understanding (hereinafter, Paris MOU) as per attached. As per the Circular, all vessels of twenty (20) years of age or more, which are calling at a port or operating within the ports of country members to the Paris MOU, are required to undergo an occasional survey in order to improve the performance of the Panamanian Registry within the Paris MOU. In case the vessel departs to a port located within a member country of the Paris MOU or the vessel is operating within the ports of member countries of the Paris MOU, please arrange an occasional survey according to the said guidelines. Issuance of Exemption Certificate for Panamanian Vessels
As ClassNK have already informed you by TEC-0732 (dated 1 May 2008), the Government of Panama (Panama Maritime Authority, hereinafter referred to as PMA) has notified ClassNK of Merchant Marine Circular NO.156 regarding issuance of Exemption Certificates as per attached. Please be informed of the procedures regarding the issuance of Exemption Certificates as follows. Panama Marine Authority has given notice to ClassNK of the following matters by Merchant Marine Circulars as summarized below. 1. Annual Test of AIS As from 1 June 2008, IMO MSC.1/Circ.1252 "Guidelines on Annual Testing of the Automatic Identification System(AIS)" is applied to Panamanian flag ships. At periodical SE surveys on or after 1 June 2008, ClassNK confirms completion of an annual test of AIS by an "AIS Test Report". Panamanian flag ships are requested: - to carry out annual test of AIS in accordance with the Guidelines by a qualified radio inspector of an approved radio firm, and - to retain the "AIS Test Report" issued by the radio firm on board the ship. Issuance of Exemption Certificates and Conditional/Short Term Certificates for Panama Flagged Vessels
Panama Maritime Authority (hereinafter, PMA) has notified ClassNK of Merchant Marine Circular No.156 regarding the issuance of Exemption Certificates and Conditional/Short Term Certificates as per attached. Conditional/Short Term Certificates have been issued by the discretion of ClassNK so far generally. However, the authorization for issuance of Conditional/Short Term Certificates is to be obtained from the PMA prior to issuance, and such request is to be sent to the PMA through ClassNK together with necessary information. Meanwhile, ClassNK Technical Information regarding the treatment for Exemption Certificates will be issued separately. Panama Maritime Authority has notified that the Republic of Panama has ratified the 1988 SOLAS and Load Line Protocols on 17 September 2007 and Harmonized System of Survey and Certification (HSSC) will be applied to Panamanian flag ships on and after 17 February 2008 (See attached Merchant Marine Circular No.152). Please be informed of the procedure dealing with this matter as follows. 1. For cargo ships, all statutory certificates are renewed with validity of 5 years at the first renewal survey of Cargo Ship Safety Construction (SC) on and after 17 February 2008. Accordingly, all the existing certificates remain valid until renewal survey of the existing SC Certificate. 2. Carriage of immersion suits on cargo ships flying Malta and Panama Flag
1. The Malta government has notified the Society of the carriage requirementswith respect to immersion suits on Maltese-flagged shipsapplicable upon the entry into force on 1 July 2006 of amended Regulation 32.3. (1) A ship other than a bulk carrier, as defined in SOLAS 74 Chapter IX Regulation 1, as amended, which is constantly engaged on voyages in warm climates, may be exempted from Reg.32.3.2 (amendments adopted by Res.MSC152(78)). The following sea areas have been defined as warm climate sea areas for the scope of application of exemption provisions contained in the regulation: (i) the sea area between the parallels of latitude 30 degrees North and 30 degrees South (ii) the sea area of the Mediterranean Sea south of latitude 35 degrees North (iii)This Technical Information became null and void on 27 Apr 2018.
Emergency escape breathing devices (EEBDs) onboard the Panama flag vessels
Panama Marine Authority has replaced Merchant Marine Circular (MMC) No.119 and its Interpretation of MMC 122 (item 18) of the special requirements for EEBDs onboard the Panama flag vessels with MMC No.142, and then the latest requirements are as follows. The Panama Maritime Authority has issued a notice regarding the language for Freeboard Marks (Notice Ref. No.MDG05/08/72 dated 12 December 2005). At present, the Marking of Freeboard Marks for Panamanian Flag Ships may be marked in English or Spanish. However, the Administration has demanded that the subject markings are to be made only in English in the future, as per the attached Notification from the Panama Maritime Authority. Therefore, regarding those ships marked in Spanish at present, it is required that the subject marking should be changed to English by the next docking survey. Also, please be kindly informed that it is necessary to arrange an occasional survey for verification of the subject marking. The Government of the Republic of Panama has noticed us of the special requirements for fire extinguishing systems (fire extinguishing arrangement for paint lockers, spare charges for portable fire extinguishers and emergency fire pumps) on Panama flagged vessels as follows.
