The New Inspection Regime (NIR) of Paris MOU
The Paris MOU has introduced a New Inspection Regime (NIR) which shifts from a target of inspecting 25% of individual ships calling at each member state to a shared commitment to achieving full coverage inspection of all ships visiting ports and anchorage in the Paris MOU region. A brief overview of the NIR is presented below. 1. Implementation The NIR will replace the existing PSC regime on 1 January 2011. 2. Ship Risk Profile The Ship Risk Profile will be based on the following criteria, using details of Inspections in the Paris MOU region during the last 3 years. - Type of ship - Age of ship - Performance of the flag of ship (including undertaking Voluntary IMO member state Audit Scheme) - Performance of the Recognized Organization (RO) -This Technical Information became null and void on 5 Aug 2010.

New Guidelines related to the Paris Memorandum of Understanding (Paris MOU) for Panamanian Ships of 20 years of age or more
Panama Maritime Authority has notified ClassNK of Merchant Marine Circular No.173 (hereinafter, the circular) regarding guidelines related to the Paris Memorandum of Understanding (hereinafter, Paris MOU) as per attached. As per the Circular, all vessels of twenty (20) years of age or more, which are calling at a port or operating within the ports of country members to the Paris MOU, are required to undergo an occasional survey in order to improve the performance of the Panamanian Registry within the Paris MOU. In case the vessel departs to a port located within a member country of the Paris MOU or the vessel is operating within the ports of member countries of the Paris MOU, please arrange an occasional survey according to the said guidelines.
