The Kuwait Government has notified ClassNK of special requirements for emergency escape breathing device on board the Kuwait flagged vessels as follows. Kuwait 1. EEBD to be provided in the accommodation space should be as follows. (1) If the vessel has split house, then each house require minimum two EEBDs. (2) Keeping additional EEBDs in work places (control stations and service places) with in the accommodation spaces should be considered where there is a number of crew spending considerable amount of time in those spaces. The Vietnam Government has notified ClassNK of special requirements for emergency escape breathing device on board the Vietnam flagged vessels as follows. Vietnam 1. The number of EEBD to be provided in the machinery spaces should be as follows. (1) One set for engine control room. (2) One set for each work shop. (3) One set for each emergency escape route. As stated in ClassNK Technical Information No. TEC-0453, a proposal for IMO unified interpretations on the provisions of SOLAS chapter II-2 as amended in 2000 was discussed at IMO MSC75 held in 15 to 24 May. Summary is shown below. As stated in ClassNK Technical Information No. 406, SOLAS as amended in 2000 is entering into force on 1 July 2002. In its chapter II-2 (fire protection, fire detection and fire extinction), there are a number of new and revised provisions to be interpreted. Regarding such provisions, following are shown in Attachment (1): (1) ClassNK provisional interpretations, (2) development of unified interpretations at IMO, and (3) instructions on emergency escape breathing devices (EEBDs) which ClassNK received from the administrations of Bahamas, Cyprus, Isle of Man, Liberia, Malta, Marshall Islands, Singapore and Greece. The Cyprus Government has notified the Society of periodic inspection and maintenance of permanently installed fire extinguishing systems, portable fire extinguishers and air cylinders of breathing apparatus on board the Cyprus flag ships as per attached ( Circular No. 6/2000 ). During the regular Surveys of Safety Equipment, a Surveyor will ascertain that those inspection and maintenance on board the ships is subjected to the Circular, and carry out necessary tests / inspections. Halon Fire Extinguishing Systems onboard , St. Vincent and the Grenadines flag vessels

Please note that we have been advised by the government of St. Vincent and the Grenadines with regard to phasing out of Haron fire extinguisher as follows. 1. Existing portable Halon fire-extinguishers are to be replaced by CO2 or other suitable Fire-extinguishers by 1 January 2002. 2. Existing fixed Halon system is to be phased out by 1 January 2002, or earlier if a major refit is undertaken and a fixed fire-extinguishing system complying with MSC/Circ.668 "alternative arrangements for Halon fire-extinguishing systems in machinery spaces and pump- rooms" is to be fitted. 3. Halons will not be accepted as fire-extinguishing media on board any ship applying for registration under the St. Vincent flag even if it is before 1 January 2002.

The Government of Cyprus issued Circular 19/99 requiring that Cypriot flag vessels should be provided with Fire Control & Life Saving Appliances Plans that comply with the requirements of the Circular 19/99. A copy of the circular is attached hereto as an Attachment 1. The points of the circular are: (1) All Cypriot flag vessels are required to be provided with Fire Control & Life Saving Appliances Plans (hereinafter referred to as the "Plan") complying with the requirements given in paragraphs 2.1 to 2.8 of the Circular 19/99 not later than 31 December 1999.
