As previously informed in ClassNK Technical Information No.TEC-1288 and TEC-1315, vessels having AFS Certificate as of the effective date of the amendment to the AFS Convention to add Cybutryne to the list of banned substances (1 January 2023) shall undergo documentary verification and receive AFS Certificate in a new format within 2 years from the effective date (by 31 December 2024). As announced in ClassNK Technical Information No. TEC-1245, at the 76th Meeting of the IMO Marine Environment Protection Committee (MEPC76) held in June 2021, an amendment to the AFS Convention was adopted to add Cybutryne (CAS No. 28159-98-0), which has been newly identified as a hazardous substance, to the list of banned substances. Regarding the procedure, surveys and certification of AFS Convention, which will enter into force on 17 September 2008, please be advised as follows: 1. AFS Convention is to apply to the following ships (except any warships or others). Also as you may know, EU countries have already requested that the vessel flying any one of EU country's flag and/or entering into EU ports should comply with the Convention from 1 January 2008. 1. This is information on an entry into force of the International Convention on the Control of Harmful Anti-Fouling Systems on Ships (AFS Convention), which adopted on 5 October 2001 by IMO. 2. Under the terms of the AFS Convention, the AFS Convention enters into force 12 months after 25 States representing 25 per cent of the world's merchant shipping tonnage have ratified it. 3. EC regulations on prohibition of organotin compound on ships

EC Regulation No 782/2003 on the prohibition of organotin compounds on ships has been adopted. According to this Regulation, 1. As from 1 July 2003, TBT anti-fouling paints shall not be applied or re-applied on EU vessels. 2. As from 1 January 2008, both EU and third country flagged vessels entering EU ports shall either not bear TBT anti-fouling paints or bear a coating that forms a barrier to such paints. The "International Convention on the Control of Harmful Anti-fouling Systems on Ships" (hereinafter referred to as the AFS Convention) was adopted on 5 October 2001 at the end of a five-day Diplomatic Conference held at IMO Headquarters in London. The AFS Convention will enter into force twelve months after twenty-five States representing 25% of the world's merchant shipping tonnage have ratified it. Once the AFS Convention enters into force, ships shall be prohibited from applying or re-applying organotin compounds, which act as biocides in anti-fouling systems, from the date of entry into force.
