Managing biofouling in Australia

The Australian Government's Department of Agriculture, Water and the Environment has announced that new requirements for managing biofouling on international vessels arriving in Australia will begin on 15 June 2022. Operators of all vessels subject to biosecurity control will be required to provide information on how biofouling has been managed prior to arriving in Australian territorial seas. This information will need to be reported through the department's Maritime Arrivals Reporting System (MARS). Panama Maritime Authority (PMA) has issued MERCHANT MARINE CIRCULAR MMC-381 regarding U.S. pre-arrival checklist for Panamanian flagged vessels in order to decrease the detention number of vessels calling at U.S. ports as informed in ClassNK Technical Information No.TEC-1226 (dated 5 January 2021). We received a notice that MMC-381 was updated from V.03 to V.04 due to partial modification of the aforementioned pre-arrival checklist. Marine Notice 10/2020 stating AMSA (Australian Maritime Safety Authority)'s interim approach to the maximum period of shipboard service for seafarers during the COVID-19 pandemic was issued. Please be informed that AMSA (Australian Maritime Safety Authority) request to provide the test results of wash water from open-loop scrubbers. According to the Marine Notice 05/2019 issued by AMSA, test of wash water is to be conducted in accordance with "2015 GUIDELINES FOR EXHAUST GAS CLEANING SYSTEMS" and repeated twelve months, as a minimum, for a period of two years. Please surely noted that ships may be prohibited to discharge the wash water from open-loop scrubbers in Australian waters if the relevant data or evidence cannot be provided to AMSA before arrival at the first Australian port.
