As already advised in ClassNK Technical Information No. TEC-0771 dated 13 May 2009, in accordance with Reg. 14 of MARPOL Annex VI, the sulphur content limit value for a fuel oil used outside of an Emission Control Area will be changed from 4.50% m/m to 3.50% m/m on 1 January 2012 and will be effective thereafter. Required sulphur content limit values are described in section 2.3 of the Supplement to the IAPP Certificate using a check box form. So far, only the check box for the sulphur content limit value which is applicable at the time of issuance of the Certificate has been ticked off. Reg. 13 of MARPOL Annex VI, concerning Nitrogen Oxide (NOx), requires that a record book of engine parameters is to be maintained onboard. All changes relative to engine components and settings are to be recorded in the record book as required in accordance with 6.2.3.2 and 6.2.3.3 of the NOx Technical Code. Amendments to Rules for Cargo Handling Appliances

"Rules for Cargo Handling Appliances" was partly amended to adopt ILO Convention No. 152 and the effective date of the amendments is 1 January 2005. The amendments to "Rules for Cargo Handling Appliances" require lifting appliances and their loose gears to take annual thorough surveys by a surveyor of ClassNK. And, an interval of load tests for lifting appliances will be changed from 4 years to 5 years after 1 January 2005. Further, after 1 January 2005, the ClassNK form of the register will be changed from the former form "REGISTER OF SHIP'S CARGO HANDLING MACHINERY AND GEAR" to the new form "REGISTER OF SHIP'S LIFTING APPLIANCES AND ITEMS OF LOOSE GEARS". Cargo handling appliances on ships registered to the Marshall Islands are not required to satisfy ILO convention requirements. However, the Government encourages to apply Articles 21 through 32 in PartⅢ of ILO Convention No.152. The Greek Government has notified us of the regulations on survey of cargo handling appliances having been revised, and having been put into effect on 25 December 2001. Major revised points are as follows: 1. The form of the former certificate "Certificate of Fitness of Cargo Gear" had been abolished, and the form of "Cargo Gear Book2 (Greek type) was introduced instead. Shipboard incinerators installed on board ships on or after 1 January 2000 are required to be of those approved by the flag administration taking into account the Standard Specification for Shipboard Incinerators (MEPC.76(40)) under Regulation 16 of Annex VI to MARPOL73/78 subject to the Annex coming into force. Treatment of indent on deck crane or derrick boom

When a local indent was caused on crane jib or derrick boom, it is often found that putty or bond has been applied for the part to make flush surface after that. Recently it is reported that the above cases were pointed out by longshoremen and cargo handling was rejected or delayed as a result. Applying putty or bond to a local indent is not only disturbing to judge extent of the damage but also raising unnecessary misunderstandings to longshoremen. Maintenance for electro-hydraulic cranes

Casualties occurred to jibs of over-10-years-old electro-hydraulic cranes installed on board some NK class ships. The casualties were such that jibs of the cranes fell suddenly and sustained damages when lowered without cargo after the cranes were started.
