Medical Oxygen Cylinder onboard Liberian flagged ships

The Liberian Government has published the Notice of the special requirements for carriage of Medical Oxygen Cylinders onboard the Liberian flagged ships (Marine Notice TEC-005 Rev. 07/20). The following items are outlined in the Notice. For all ships Carrying Dangerous Goods, it is necessary to comply with following requirements. 1. Medical First Aid Guide (MFAG) requires the carriage of a minimum of 44liters/200bars of oxygen as follows: i) One (1) 40liter/200 bars medical oxygen cylinder located in the ship's hospital, assembled for direct use, equipped with one (1) flowmeter unit (two ports) for supplying oxygen for two (2) persons simultaneously, and ii) One (1) complete portable set, ready for use, with a 2liter/200bars medical oxygen cylin

Japanese Government has informed ClassNK of following treatment regarding the certificate of fitness for ships carrying dangerous goods. (Hereinafter referred to as "DG certificate") It is required for Ships flying Japanese Flag to follow necessary procedure mentioned below. Until now, ClassNK has permitted the carriage of Class 5. 2 dangerous goods (organic peroxides) under deck or in enclosed ro-ro spaces, based on SOLAS Reg. II-2/19 and MSC Circ. 1027 However, paragraph 7. 1. 1. 2. 4 of Chapter 7. 1 of the IMDG Code specifically states that Class 5. 2 dangerous goods can only be carried on the weather deck and any stowage of such Class 5. 2 dangerous goods under deck or in enclosed spaces is prohibited. This matter was taken up at the 9th session of the IMO DSC Sub-committee held at the end of September 2004, where MSC Circular concerning this matter was re-examined. Ships constructed on or after 1 September 1984 and intended for the carriage of dangerous goods shall comply with the requirements of regulation 54 "Special requirements for ships carrying dangerous goods", Chapter II-2 of SOLAS'74, as amended and have certificates of fitness for ship carrying dangerous goods (hereafter referred to as "the DG certificates"). 2000 Amendments to SOLAS'74 have entered into force on 1 July 2002. We are enclosing herewith instructions regarding the subject matter received from the government of Cyprus. According to the instructions all Cyprus flag ships carrying dangerous goods, regardless of the date of their construction, are to comply with the requirements of SOLAS Reg. II-2/54.1 and 54.2, and be furnished with valid documents of compliance for the carriage of dangerous goods provided in SOLAS Reg. II-2/54.3, while under the provisions of SOLAS, the requirements are applicable only to those ships constructed on or after 1 September 1984.
