FuelEU Maritime implementation delayed in Norway and Iceland
As announced in ClassNK Technical Information No. TEC-1329 (issued on 29 July 2024) and No.TEC-1308 (issued on 3 October 2023), the FuelEU Maritime Regulation, an EU regulation aimed at promoting the decarbonization of fuels used on ships, has entered into force and starts on 1 January 2025. In accordance with this regulation, ISM companies having ships above 5,000 gross tonnage calling at ports within the jurisdiction of EEA Member States for transporting passengers or cargo for commercial purposes, regardless of their Flag State, are required to monitor the amount of energy (fuel type and consumption) used by ships during voyages and at berth. As announced in ClassNK Technical Information No.TEC-1308 (issued on 3 October 2023), the "Fuel EU Maritime" Regulation, an EU regulation aimed at promoting the decarbonization of fuels used on ships, has entered into force and starts on 1 January 2025. Compliance with the Hong Kong Convention (Ship Recycling Convention) / Regulation (EU) No. 1257/2013 on Ship Recycling (EU-SRR)- For Liberian flagged vessels
Regarding compliance with the Hong Kong Convention (Ship Recycling Convention) / Regulation (EU) No. 1257/2013 on Ship Recycling (EU-SRR), the Liberian Administration published Marine Operations Note 01/2024/Rev.1 and Marine Operations Note 02/2024/Rev.1. This ClassNK Technical Information provides information on actions required in response to these Notes issued by the Liberian Administration and supersedes ClassNK Technical Information No.TEC-1313. 1. As announced in ClassNK Technical Information No.TEC-1299 (issued on 24 May 2023), the amendments to the EU Directive governing the European Emissions Trading System for the maritime transport sector ("EU-ETS Directive") and the related European regulation on the monitoring, reporting and verification of GHG emissions from maritime transport ("EU-MRV Regulations") have took effect from 1 January 2024. Implementing regulations that provide the details of the implementation of the revised EU-ETS Directive and the revised EU-MRV Regulations have been published, and a list of the Administering Authorities for each shipping company was published on 1 February 2024. The "Fuel EU Maritime" Regulation, an EU regulation aimed at promoting the decarbonization of fuels used on ships, has entered into force and will begin on 1 January 2025. Amendments to extend the scope of the EU Directive for EU Emissions Trading System to the shipping sector (hereinafter EU-ETS Directive) were adopted, with effect from 1 January 2024. Under these amendments, ships of 5,000 Gross tonnage and above, arriving at or departing from ports within the jurisdiction of any EEA member state1, regardless of the Flag state, will be required to purchase and surrender2 allowances equivalent to EU ETS applicable GHG emissions on an annual basis. Failure to do so will result in penalties such as fines and a ban on entry into ports within the EEA territories. In connection with the application of the EU-ETS Directive, amendments to the EU-MRV Regulations have also been adopted. Compliance with the Ship Recycling Convention/Regulation (EU) No. 1257/2013 on Ship Recycling (EU-SRR)- For Liberian flagged vessels
Information on the compliance with the EU Ship Recycling Regulation for non-EU flagged ships has been provided in ClassNK Technical Information No. TEC-1107 and No. TEC-1207. For ships flying the Liberian flag, the ships are subject to MARINE OPERATIONS NOTE 01/2023, which applies to IHM for ships calling at EU ports. According to this circular, for ships flying the Liberian flag, the Liberian Administration will issue the full-term Statement of Compliance (SOC) to demonstrate compliance with the Hong Kong Convention and the EU-SRR. From 1 March 2023, for the issuance of the full-term SOC, ClassNK will issue the interim SOC valid for five (5) months and submit a copy of the following documents to the Administration at the time of completion of the IHM iniCompliance with the EU Ship Recycling Regulation - For Panamanian flagged vessels
ClassNK Technical Information, TEC-1210, which contains guidance on ships of Panamanian registry on compliance with the EU Ship Recycling Regulation, was updated. Associated with the update, the existing TEC-1210 was superseded. Panama Maritime Authority (PMA) published Merchant Marine Circular MMC-386 regarding IHM for ships calling at EU ports. According to this circular, for Panamanian ships, the full-term Statement of Compliance (SOC) to demonstrate compliance with the Hong Kong Convention and Article 12 of the EU-SRR will be issued by PMA, after receiving the following documents from Shipowners, etc. as proof of survey through the electronic system. Compliance with the EU Ship Recycling Regulation - Under the influence of COVID-19 – Part 2
As informed by ClassNK Technical Information No. TEC-1224, EC has published Commission Notice (2020/C 349/01) considering the disruptions caused by COVID-19 and ClassNK will issue a conditional SOC with validity for maximum 4 months, but not later than 30 June 2021 for the vessels with a semi-completed IHM without the on-board sampling element, subject to the agreement of the flag state.
