The Marine Department of the Hong Kong SAR Government issued a Merchant Shipping Information Note (MSIN) No. 14/2016 "Revised Guidelines for the Maintenance and Inspection of Fire Protection Systems and Appliances", which specified periodical inspection, maintenance and testing of fire protection systems and appliances. The relevant systems and appliances on board Hong Kong registered ships are required to apply the above-mentioned MSIN. This MSIN No. 14/2016 newly refers to IMO Circular MSC.1 / Circ.1516 as well as MSC.1 / Circ.1432. In accordance with "Air Pollution Control (Ocean Going Vessels) (Fuel at Berth) Regulation" of the Government of Hong Kong, vessels berthing in Hong Kong waters on or after 1 July 2015 shall be required to use fuel oils whose sulphur content does not exceed 0.5% by weight, liquefied natural gas or other fuels approved by the Hong Kong authorities. This regulation applies throughout the entire berthing period of the vessel, excluding the first hour after arrival and the last hour prior to departure. The definition of "arrival" as it pertains to this regulation refers to the moment the vessel is moored or anchored at a berth, while the definition of "departure" refers to the moment the vessel is untied from its berth. The Hong Kong Government has noticed ClassNK of the special requirements for Life-saving appliances and Equipment on board Hong Kong flagged vessels through "Some Frequently Asked Technical Information / Requirements for Hong Kong Registered Cargo Ships". Following requirements are to be applied to all Hong Kong ships regardless of date of construction. And the compliance with this regulation will be confirmed at the first survey after 15 December 2012 in respect of the Cargo Ship Safety Equipment Certificate. 1. Fall Preventer Devises (FPDs) for the Hong Kong-registered vessels
The Hong Kong Government has notified ClassNK of the special requirement for fall preventer devises (FPDs) for lifeboats on board Hong Kong-registered vessels as follows. (a) With a view to reducing the accidental release of lifeboat, shipowners and managers of Hong Kong registered vessels are strongly urged to ensure that the lifeboats on their ships fitted with on-load release devices are equipped with fall preventer devices (FPD) as per paragraph 6 of the Guidelines for Evaluation and Replacement of Lifeboat Release and Retrieval Systems (MSC.1/Circ.1392), pending the evaluation which will be conducted in accordance with the above guidelines; and (b) Provided that the existing lifeboat release and retrieval systems have been evaluated (not later thaThis Technical Information became null and void on 5 Nov 2018.
Carriage of immersion suits on cargo ships flying Hong Kong Flag
With regard to the carriage of immersion suits on the Hong Kong flagged ships, ClassNK Technical Information No.TEC-0667 dated 6 July 2006 has been issued. Recently, the Government has notified of the additional instruction of immersion suits for the stored position of the additional liferaft required by SOLAS Reg.III/31.1.4. The Hong Kong Government has notified ClassNK of the graphical symbols of fire control plans onboard the Hong Kong flagged vessels. The Hong Kong Government has noticed ClassNK of the special requirements for EEBDs and Smoke Helmet ? Type Breathing Apparatus onboard the Hong Kong flagged vessels as attachments, and then the latest requirements are as follows: 1. The Hong Kong Government has notified of revised instruction for Crew accommodation which requires to apply the ILO Convention No.133 in addition to previous requirement of ILO Convention No.92. Annual Testing and Shore-based Maintenance of Satellite EPIRBs on board Hong Kong flag ships
Hong Kong Marine Department has notified us of Annual Tests and Shore-based Maintenance of Satellite EPIRBs as follows. 1. For annual testing of 406MHz satellite EPIRBs, IMO circular MSC/Circ.1040 "GUIDELINES ON ANNUAL TESTING OF 406MHz SATELLITE EPIRBs" should be applied. 2. For shore-based maintenance of satellite EPIRBs, 406MHz Satellite EPIRBs and/or L-band Satellite EPIRBs if fitted, IMO circular MSC/Circ.1039 "GUIDELINES FOR SHORE-BASED MAINTENANCE OF SATELLITE EPIRBs" should be applied. The shore-based maintenance should be carried out at intervals not exceeding 5 years in accordance with the guidelines. 3.
