Guidance on application of Section 6 of CSS Code Annex 14 for existing United Kingdom (UK) containerships and existing containerships which are not UK ships while they are within UK waters
Instructions from the Administration of the U.K. (MCA) regarding IMO MSC.1/Circ. 1352 (CSS Code Annex 14) were announced in ClassNK Technical Information No. TEC-0995 dated 1 August 2014. The Administration has additionally advised all parties concerned, including ClassNK, about their guidance on the application of relevant requirements to existing containerships as attached Marine Guidance Note No.531 (M). A summary of the contents of the additional instructions is as follows. - Existing containerships are subject to the provisions of Annex 14, Section 6 listed in Section 4.5 of the MGN as per attached. - Existing containerships shall comply with the above mentioned requirements at their first intermediate/renewal safety construction survey on or afCertificate of Proficiency for the security awareness training or security training for seafarers with designated security duties required under the provisions of STCW VI/6
With regard to the 2010 Manila amendments to the STCW, the Regulation VI/6 "Mandatory minimum requirements for security-related training and instruction for all seafarers" was newly established, and entered into force on 1 January 2014. On the other hand, IMO issued the attached circular STCW.7/Circ.21 on 25 February 2014, which recommends that, even if the seafarer's certification is not in accordance with regulation section A-VI/6, paragraph 4 and 6 of the STCW Code, it would be sufficient to accept compliance with section 13 of ISPS Code until 1 July 2015. The St. Vincent and the Grenadines Administration has issued special requirements for the treatment of asbestos as per quoted below; - When asbestos is detected on board, in contravention with SOLAS Chapter II-1 Reg. 3-5, action should be taken to have it removed. The removal – assigned to professional asbestos removal companies – should take place within a frame of three (3) years from the date when the contravention has been found and should be conducted in close consultation with this Administration. A summary of the decision taken at the sixty-seventh session of the Marine Environment Protection Committee (MEPC 67) held from 13 to 17 October is provided as below for your information. 1. Ballast Water Management Convention Ballast Water Management Convention was adopted in 2004 in order to prevent the adverse effects to the marine environment caused by the transfer of ballast water. The Convention will require ships to conduct ballast water exchange offshore or through Ballast Water Management Systems which meet the standard for the discharge of ballast water. The Convention will enter into force 12 months after ratification by 30 states, representing 35% of the world merchant shipping tonnage. Minimum propulsion power requirements to maintain the manoeuvrability of ships in adverse conditions (EEDI related requirements)
Relevant information on the minimum propulsion power requirements applied for the ships to which compliance with an EEDI limit value (required EEDI) is required has already been provided in ClassNK Technical Information No. TEC-0954. Since the application of the guidelines defining this requirement has been revised, the Technical Information is revised as described below. The said ClassNK Technical Information No. TEC-0954 is thus revoked, accordingly. 1. ClassNK has issued Technical Information No.TEC-0868 dated 14 October 2011 regarding spare charges, additional fire extinguishers and refilling of extinguishers onboard the Panama flag ships. Application of IMSBC Code (2014 Edition)
With regard to re-issuance of IMSBC Code fitness Certificate to application of IMSBC Code (2014 Edition), please be informed as follows. Radioactive substances shall not be carried on board Bahamian ships. Exceptions may be made for radioactive substances in packaged form used in medical and public health applications, and exceptions may also be made where the radioactive substance is of a grade and quantity suitable for other civil use, such as non-destructive testing (refer to IMO Resolution A.984(24)). 2. Guidelines related to the Paris Memorandum of Understanding (Paris MOU) for St. Vincent and the Grenadines flag ship detained 1 time or more during the past 3 years
ClassNK would like to notify that Affairs of St. Vincent and the Grenadines Maritime Administration has issued Circular No.PSC033 (hereinafter, the Circular) regarding guidelines related to the Paris Memorandum of Understanding (hereinafter, Paris MOU) as per attached. As per the Circular, all vessels, which were detained 1 time or more during the past 3 years and whose next port of call is within a Paris MOU member country, are required to undergo an occasional survey in order to improve the performance of the St. Vincent and the Grenadines Registry within the Paris MOU. Carriage of immersion suits and lifejackets on board Danish flagged vessels
The Danish Maritime Authority (DMA) has notified of carriage of immersion suits and lifejackets for that flagged ships as follows. Therefore, this ClassNK Technical Information supersedes ClassNK Technical Information No.TEC-0790 "Installation of immersion suits on board Danish flagged vessels" issued on 13 November 2009. 1. Immersion suits on board Danish flagged vessels are to be of a type in accordance with the LSA Code Regulation 2.3.2.2 that ensures a thermal protection for 6 hours (insulated). However, the DMA accepts any wheel-marked immersion suit that is in accordance with the Marine Equipment Directive 96/98/EC. 2. PSC Concentrated Inspection Campaign on "STCW HOURS OF REST"
Please be informed that Paris MOU and Tokyo MOU issued a Press Release announcing the launch of following PSC Joint Concentrated Inspection Campaign (CIC) in 2014; Items of concentrated inspection: STCW Chapter VIII "Standards regarding watchkeeping", Section A-VIII/1 "Fitness for duty" Campaign period: From 1 September to 30 November 2014 During this campaign period, not only "rest period provided to officers and ratings who are assigned duty of a watch etc." in STCW Section A-VIII/1, but also "Minimum Safe Manning" in SOLAS Reg. The Marshall Islands Administration has issued the Marine Notice No.2-011-14 Rev.6/14 "Maintenance and Inspection of Fire Protection Systems and Appliances", in reference to maintenance, inspection and test of Fire-Protection System and Appliances on board the Marshall Islands -flagged ships. The essential points of the Notice are shown below. Guidelines for the preparation of the Cargo Securing Manual prescribed in MSC/Circ.745 have been amended, and the IMO Maritime Safety Committee (MSC) at its eighty-seventh session (MSC 87) approved the Revised Guidelines, as set out in the annex as MSC.1/Circ.1353. 1. General The IMO Maritime Safety Committee (MSC) at its eighty-seventh session (MSC 87) approved amendments to the CSS Code, set out in the annex as IMO MSC.1/Circ.1352. According to these amendments, a "Guidance on providing safe working conditions for securing of containers on deck" was newly stipulated as a new annex 14. The CSS Code, including this amendment, is listed in MSC.1/Circ.1371/Add.1 as a non-mandatory instrument. Additional information for Equipment for the Singapore flag vessels
ClassNK has issued Technical Information No.TEC-0922 dated 22 August 2014 regarding Equipment for the Singapore flag vessels. Additional acceptance letter (FSC 2.6.01) was newly issued from the Maritime and Port Authority of Singapore (MPA). Previously the following equipment was to be accepted by MPA to be installed for use onboard Singapore registered ships (refer to TEC-0922 (1) c)). According to the letter (FSC 2.6.01), all of the following equipments are acceptable for use onboard being subject to onboard inspection, including confirmation of the conformity to the latest regulations, to be carried out by ClassNK and both copies of the relevant production certificates and the letter (FSC 2.6.01) to be placed onboard the ship. ・ Equipment that isThe products covered by EURO Mutual Recognition as third phase

A summary of the decisions taken at the sixty-sixth session of the Marine Environment Protection Committee (MEPC66) held from 31 March to 4 April 2014 is provided as below for your information. 1. Implementation of Tier III NOx emission standard (refer to Resolution MEPC.251(66) as the attachment 1.) MARPOL Annex VI requires the reduction of NOx emission from ships in a phased approach. Ships currently under construction are to comply with Tier II NOx emission standard. The effective dates of Tier III standard will be decided upon the review of the status of technological developments for its implementation, which would be completed by 2013. Resolution MSC.338 (91) and Resolution MSC.339 (91) were adopted in the ninety-first session of the Maritime Safety Committee (MSC 91) held on November 2012, and requirements for relevant equipment of fire-fighter's outfit were newly added in SOLAS Chapter II-2 and International Code for Fire Safety Systems (FSS Code). The Marine Department of the Hong Kong SAR Government have issued a Merchant Shipping Information Note (MSIN) No.14/2014 "Clarification on the Applicability Issue relating to IMO Resolution MSC.338(91) regarding the Code on Noise Levels On Board Ships" specifying the treatment of "Measures shall be taken to reduce machinery noise in machinery space to acceptable levels as determined by the Administration" specified in the amendment of SOLAS Chapter II-1 Regulation 3-12.2, which has been adopted at MSC 91 on November 2012. Requirements on Carriage of Nautical Publications on board for Marshall Islands flag ships
The Government of Marshall Islands issued Marine Notice No.1-000-3 including the requirement for nautical publications for emergency use. The main points are given hereunder. - Even if electronic nautical publications are installed onboard, the publications for emergency use, such as the International Code of Signals and the IAMSAR Manual should always be available in the form of hard copies. - When electronic nautical publications with electronic back up are carried, portions of the publications needed for navigation while the vessel is en route between ports should be printed and included with the voyage plan. "MARINE ORDERS Part 57 Helicopter operations Issue 3 (hereinafter referred to as MO57)" was issued by the Australian Maritime Safety Authority (hereinafter referred to as AMSA) for Helicopter facilities onboard ships sailing in Australian waters. After the issuance of MO57, helicopter facilities are to comply with MO57 instead of "Australian Code of Safe Practice for Ship-Helicopter Transfers", which was notified in ClassNK Technical Information No. TEC-0762. With regard to survey on LRRSs, it had been notified by the Technical Information (No.: TEC-0966, Date: 3 October 2013), and the Bahamian Government's instructions have been given, which is summarized as flows of actions for ships flying Bahamian flag in the Attachment 1. Ships flying Bahamian flag are required to follow the flows. 2013 Vessel General Permit (herein after, 2013VGP) for discharges of pollutants incidental to their normal operation of vessels has been enforced by the U.S. Environmental Protection Agency (herein after, EPA) since December 19, 2013. The requirements of portable fire extinguishers are amended in accordance with IMO MSC.1/ Circ.1432 and Resolution A.951(23).
