Amendment of IMO's Guidelines for the development of the Inventory of Hazardous Materials regarding Ship Recycling Convention (RESOLUTION MEPC.405(83))
At the eighty-third session of the International Maritime Organization (IMO) Marine Environment Protection Committee (MEPC 83), amendments to the guidelines for the development of the Inventory of Hazardous Materials (IHM), as required under the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, were discussed and were subsequently adopted on 11 April 2025 as RESOLUTION MEPC.405(83) "AMENDMENTS TO THE 2023 GUIDELINES FOR THE DEVELOPMENT OF THE INVENTORY OF HAZARDOUS MATERIALS (RESOLUTION MEPC.379(80))". Regarding compliance with the Hong Kong Convention (Ship Recycling Convention), the Panamanian Administration published Merchant Marine Circular MMC-386 (Rev.Jun/2025), which contains updated instructions. As announced in ClassNK Technical Information No.TEC-1309 dated on 12 October 2023, with respect to the restriction of the use of cybutryne as anti-fouling system since January 2023, amendments to the Guidelines for the Development of the Inventory of Hazardous Materials (Res. The Ship Recycling Convention, hereinafter referred to as the Convention, will enter into force on 26 June 2025, as announced in ClassNK Technical Information No. TEC-1300. Compliance with the Ship Recycling Convention/Regulation (EU) No. 1257/2013 on Ship Recycling (EU-SRR)- For Liberian flagged vessels
Information on the compliance with the EU Ship Recycling Regulation for non-EU flagged ships has been provided in ClassNK Technical Information No. TEC-1107 and No. TEC-1207. For ships flying the Liberian flag, the ships are subject to MARINE OPERATIONS NOTE 01/2023, which applies to IHM for ships calling at EU ports. According to this circular, for ships flying the Liberian flag, the Liberian Administration will issue the full-term Statement of Compliance (SOC) to demonstrate compliance with the Hong Kong Convention and the EU-SRR. Associated with the update, the existing TEC-1210 was superseded. Panama Maritime Authority (PMA) published Merchant Marine Circular MMC-386 regarding IHM for ships calling at EU ports. This technical information, hereinafter referred to "TEC", introduces the guidelines on both "IHM Certificate to Part I of the Inventory of Hazardous Materials" and "EU Regulation on Ship Recycling" applicable to Japanese flagged ships, consolidating both TEC-1184 and TEC-1223. Compliance with the EU Ship Recycling Regulation - Under the influence of COVID-19 – Part 2
As informed by ClassNK Technical Information No. TEC-1224, EC has published Commission Notice (2020/C 349/01) considering the disruptions caused by COVID-19 and ClassNK will issue a conditional SOC with validity for maximum 4 months, but not later than 30 June 2021 for the vessels with a semi-completed IHM without the on-board sampling element, subject to the agreement of the flag state. Compliance with the EU Ship Recycling Regulation – Under the influence of COVID-19
As of 31 December 2020, the EU Ship Recycling Regulation requires all existing EU flagged ships and non-EU flagged ships calling to an EU port or anchorage to carry on-board an Inventory of Hazardous Materials (IHM) with a certificate or statement of compliance as appropriate. According to the European Commission (EC), they have received reports from industry stakeholders that COVID-19 restrictions have led to significant difficulties in surveying ships and producing certified IHMs. The lockdown measures and widespread travel restrictions which were introduced to control COVID-19 have reportedly prevented many ship owners (or their agents) from producing the IHM in the first instance, but also inhibited flag State surveyors and recognised organisations fThis Technical Information became null and void on 21 Jan 2022.
Compliance with the EU Ship Recycling Regulation-For Japanese flagged vessels
As announced in ClassNK Technical Information No. TEC-1184, prior to the entry into force of the Hong Kong Ship Recycling Convention, an international certificate on inventory of hazardous materials (IHM certificate) is voluntarily issued to Japanese-registered vessels in accordance with the "Ship Recycling Law" and the relevant government ordinances. On the other hand, Regulation (EU) No. 1257/2013 on Ship Recycling (EU-SRR) will be applied to non-EU-registered ships from December 31, 2020, and these ships calling at EU member states will be required to have an approved Inventory (IHM) and a statement of compliance (SOC) issued by their flag state or an organization on behalf of the flag state. Special requirements for asbestos regarding Isle of Man flagged vessels
The Isle of Man Administration has issued special requirements for the treatment of asbestos as per quoted below; - If asbestos is detected on board in contravention of SOLAS Chapter II-1 Reg. 3-5, action should be taken to have it removed. As at the said contravention is found, the contravention should be notified to the Administration together with an action plan for the removal. When the Administration found the action plan to be satisfactory, the exemption will be issued by them. And, the removal - assigned to professional asbestos removal companies - should take place within a time frame of three (3) years from the date when the contravention is found. Compliance with the EU Ship Recycling Regulation - For Panamanian flagged vessels
This Technical Information is to provide updated guidance for Panamanian flagged vessels on compliance with the EU Ship Recycling Regulation. As informed by ClassNK Technical Information No. TEC-0978, 1170 and 1185, EU flagged existing ships and Non-EU flagged ships calling at a port or anchorage of an EU member state shall have on board an approved inventory of hazardous materials (IHM) by 31 December 2020. For Non-EU flagged ships, a statement of compliance (SOC) shall be issued in accordance with Article 12.6 of the EU Regulation after verification of the IHM by the relevant authorities of a Non-EU country whose flag the ship is flying or an organisation authorised by them, in accordance with the national requirements. According to the EU authority, the SOC shall be issued by or on behalf of the Flag state. As informed by ClassNK Technical Information No. TEC-0978 and 1170, EU flagged existing ships and Non-EU flagged ships calling at a port or anchorage of an EU member state shall have on board an approved IHM by 31 December 2020. For EU flagged ships, two hazardous materials (PFOS and HBCDD) are added to Hong Kong Convention and the checking of PFOS is additionally required to comply with the EU regulation for EU flagged existing ships while the checking of HBCDD is compulsory to EU flagged new ships only. Certificate on IHM to Japanese flagged ships
The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 (the Ship Recycling Convention or the Hong Kong Convention) was adopted in May 2009. Although the Convention has not yet entered into force, Japan acceded and the governmental and ministerial ordinances were stipulated. Consequently, international certificate on inventory of hazardous materials (IHM) is able to be issued to Japanese flagged ships voluntarily prior to the convention entering into force. Accordingly, ClassNK has launched to carry out the survey equivalent to the convention in the following manner until the convention enters into force. As already informed by the ClassNK Technical Information TEC-0978, please be noted that the application of the EU Regulation on Ship Recycling will commence on 31 December 2018, in accordance with the relevant regulation. By the Regulation, development of inventory of hazardous materials (IHMs), a list which indicate type and amount of hazardous materials and their location in a ship, is required in line with the schedule given in the Table 1 below for both EU flagged ships and non-EU flagged ships. The EU Regulation on Ship Recycling entered into force on 30th December 2013. According to the EU Regulation, EU flagged new ships are required to have an Inventory of Hazardous Materials (IHM) onboard from 31 December 2018 on the latest, and EU flagged existing ships and Non-EU flagged ships that may call at a port or anchorage of EU Member State are required to have an IHM onboard from 31 December 2020. PSC is imposed on both EU Flagged ships and Non-EU flagged ships at the port or anchorage of EU Member States. Please be informed that "Statement of Fact" for the Inventory of Hazardous Materials issued by ClassNK regarding the Ship Recycling Convention will be replaced with "Statement of Compliance". To assist ship owners for taking corresponding actions to the Ship Recycling Convention and the EU Regulation, ClassNK will issue "Statement of Compliance" for ships which are affixed with class notation "IHM" and therefore shall have the periodical audit for maintenance of the Inventory, instead of "Statement of Fact". "Statement of Compliance" certifies the conformity at the recent periodical audit for maintenance of the Inventory though "Statement of Fact" does it only at the initial audit. The St. Vincent and the Grenadines Administration has issued special requirements for the treatment of asbestos as per quoted below; - When asbestos is detected on board, in contravention with SOLAS Chapter II-1 Reg. 3-5, action should be taken to have it removed. The removal – assigned to professional asbestos removal companies – should take place within a frame of three (3) years from the date when the contravention has been found and should be conducted in close consultation with this Administration. By the Regulation, development of inventory of hazardous materials (IHMs), a list which indicates type and amount of hazardous materials and their location in a ship, is required for both EU flagged ships and non-EU flagged ships.
