Record requirements of operational compliance with NOx Tier III regulation in Emission Control Areas
Amendments to MARPOL Annex VI regarding the recording of operational compliance with NOx Tier III regulations within Emission Control Areas (hereinafter referred to as "NECA"*) were adopted at the Sixty-ninth Session of the Marine Environment Protection Committee (MEPC69) held in April 2016. These amendments will enter into force on 1 September 2017. In accordance with the aforementioned amendments, ships installed with diesel engines subject to NOx Tier III regulations are required to have the tier and on/off status of any engines certified to both Tier II and Tier III, or certified to Tier II only, recorded in such logbook as prescribed by the Flag Administration upon each entry into and each exit from an NECA as well as in cases where there are any chaRe-coupling the decoupled IOPP (International Oil Pollution Prevention) Certificate Renewal Survey
Implementation date for Ballast Water Management Systems according to Ballast Water Management Convention is explained in ClassNK Technical Information No. 1116. Noting the above requirement, some Administrations issued circulars to inform their position on recoupling the IOPP Certificate Renewal Survey, where IOPP renewal survey was completed before 8 September 2014 and its next renewal survey was completed independently from other certificates on or after 8 September 2014. The EU Regulation on Ship Recycling entered into force on 30th December 2013. According to the EU Regulation, EU flagged new ships are required to have an Inventory of Hazardous Materials (IHM) onboard from 31 December 2018 on the latest, and EU flagged existing ships and Non-EU flagged ships that may call at a port or anchorage of EU Member State are required to have an IHM onboard from 31 December 2020. PSC is imposed on both EU Flagged ships and Non-EU flagged ships at the port or anchorage of EU Member States. It will be basically confirmed through PSC whether the IHM onboard the ship is properly maintained and updated, and a valid statement of compliance (SOC) issued by the Flag or the RO is kept onboard. Air pressure test of immersion suit on board India Flagged Vessels
Instructions from the several flag states regarding air pressure test of immersion suit and anti-exposure suit seams and closures were informed by ClassNK Technical Information No.TEC-0756 dated 9 December 2008 and No.TEC-0826 dated 25 August 2010. The India Government has notified ClassNK of the additional information concerning air pressure test of immersion suit on board India Flagged Vessels as per attached. Monthly inspection of immersion suits / anti-exposure suits
It has already been informed by ClassNK Technical Information No. TEC-0513 of 1 April 2003 about monthly inspection of immersion suits / anti-exposure suits for Singapore flagged vessels, Hong Kong flagged vessels and Greek flagged vessels. In addition to the above, India Governments have notified ClassNK of the similar instructions. In this connection, please be informed that the monthly inspection of immersion suits / anti-exposure suits are now required to the vessels flagged with Singapore, Hong Kong, Greece and India. China Maritime Safety Administration PSC Concentrated Inspection Campaign on Bulk Carriers
Please be informed that China Maritime Safety Administration recently announced to launch the following PSC Concentrated Inspection Campaign (CIC). Duration: From 15 June to 31 December 2017 Objective: 1) International voyage bulk carriers of 10,000GT and above, 15 years age and above 2) Bulk carriers converted from oil tanker, which has never been conducted subject CIC inspection, will not be limited by due range of PSC inspection. Amendment to the ClassNK Rules and Guidance related to computer based systems
IACS UR E22(Rev.1) specifies requirements related to composition and function of computer based systems used for machinery systems such as monitoring systems. These requirements have already been incorporated to Rules and Guidance of NIPPON KAIJI KYOKAI (hereinafter referred as "the Society"). As previously informed in ClassNK Technical Information No.TEC-1085 and No.TEC-1086, Ballast Water Management Convention (Hereinafter referred to "the Convention") will enter into force on 8 September 2017. All ships of 400 gross tonnage and above to which the Convention survey applies should have International Ballast Water Management Certificate for the BWM Convention (Hereinafter referred to "the Certificate") on board by the date of entry into force. The Netherlands Shipping Inspectorate has informed ClassNK about "Launching at 5knots" test of lifeboats and rescue boats as follows. 1. For ships built according to the same plans and with identical installation of rescue boats and launching arrangements, the successful results from the launch test at 5 knots headway speed on the mothership are acceptable as documented evidence of the similar ability to launch the rescue boats from the sister ships in the series. 2. United States Coast Guard (USCG) has announced the approval of the Coast Guard type approved Ballast Water Management System (BWMS) and published Marine Safety Information Bulletin (14-16) regarding Ballast Water Management System Extension Program December 2017. ClassNK issued Technical Information No.TEC-1101 dated 17 February 2017 regarding Revised IHO standards of Electronic Navigation Charts using in ECDIS and announced that it is required to update the software on ECDIS onboard a ship, or replace ECDIS itself before 31 August 2017 in order to display charts based on revised IHO standards. In case where the software is updated, a confirmation survey is required by the first SE survey after update. On the other hand, as for Japanese flag ships, in case where ECDIS, of which software updates have functional capabilities required by IEC61174 Ed4.0 in the contents, is installed onboard, an occasional survey is required at the timing of the software update in accordance with the procedure of Japanese Government (MIntroduction to the Outcomes of MSC 97
The ninety-seventh session of the Maritime Safety Committee (MSC 97) was held at the IMO in London, U.K. from 21 to 25 November 2016. Since the minutes, resolutions and circulars of the meeting were recently released from the IMO, a summary of the decisions taken at MSC 97 is provided as below for your information. 1. A summary of the decision taken at the seventieth session of the Marine Environment Protection Committee (MEPC 70) held from 24 to 28 October 2016 is provided as below for your information. 1. Ballast Water Management Convention Ballast Water Management Convention was adopted in 2004 in order to prevent the adverse effects to the marine environment caused by the transfer of ballast water. The Convention will require ships to conduct ballast water exchange offshore or through Ballast Water Management Systems which meet the standard for the discharge of ballast water. The Convention will enter into force on 8 September 2017 since Finland ratified the Convention on 8 September 2016 and the conditions for entry into force were satisfied. Outlines are as follows. Please note the Policy Change effective 1st April 2017. 1. From 1st April 2017, RMI Administrator will no longer receive Ship Security Alert System (SSAS) alerts directly from any vessel. ClassNK issued Technical Information TEC-0907 dated 22 June 2012 regarding Implementation of ECDIS and announced that ECDIS or ECDIS software is to be maintained so as to be compatible with the latest International Hydrographic Organization (IHO) standards. IHO has announced a revision of IHO standards as below and for this reason ECDIS on board a vessel is required to update the software or replace ECDIS itself before 31 August 2017. As already informed by the ClassNK Technical Information TEC-1031 (2 June 2015), EU regulation on monitoring, reporting and verification of carbon dioxide (CO2) emissions (EU MRV) was entered into force on 01 July 2015. This regulation lays down rules for developing the Monitoring Plan and submitting the Emission Report to the verifiers accredited by the national accreditation body in EU for ships above 5,000 gross tonnage, which arrive at or depart from ports under the jurisdiction of an EU member state. United States Coast Guard (USCG) has already published the Policy Letter regarding the provision to grant extension to the implementation schedule for approved ballast water management methods as provided in 33CFR151 Subparts C and D. As you are aware, the 2014 Amendments to the MLC, 2006 will enter into force on 18th January 2017 in the countries that have ratified the MLC, 2006. POLAR Code has been developed since 2009 for the safety of ships operating in the Arctic and Antarctic Oceans, which is known as polar waters, and protection of the environment of polar waters, taking into account growing global interest in development of the Arctic sea route and expansion of passenger ships' navigation areas. As a result, safety measures in Part I of the Code, pollution prevention measure in Part II of the Code and amendments to SOLAS, STCW and MARPOL to make the Code mandatory were adopted. 1. The Tokyo MoU is currently in the process of carrying out a Concentrated Inspection Campaign (CIC) on Cargo Securing Arrangements, as described in ClassNK Technical Information No.TEC-1081. With respect to this campaign, the Administration of the Marshall Islands has issued instructions regarding requirements for the quantity of reserve cargo securing devices to be onboard as follows. - Some amount of reserve cargo securing devices is required onboard ship in addition to what is required to secure the existing cargo onboard. The ninety-sixth session of the Maritime Safety Committee (MSC 96) was held at the IMO in London, U.K. from 11 to 20 May 2016. ClassNK has investigated behaviour of waves acting on windows located considerably above the freeboard deck of ships where the navigation bridges are located forward of the midship, such as onboard Ro-Ro cargo ships. As a result of the investigation, it has been found out that there is possibility waves can hit the windows located considerably above the freeboard deck due to waves rolling over the foredeck and running up along the front walls, even though the wave height may not be so high that the wave directly reaches the windows. In fact, cases have been confirmed in which navigation bridge windows seem to have been damaged by the aforementioned phenomenon. As previously informed in ClassNK Technical Information No. TEC-1085, the International Convention for the Control and Management of Ship's Ballast Water and Sediments, 2004 (Hereinafter referred to "the BWM Convention") satisfied the requirements for entry into force on 8 September 2016. This means that the BWM Convention will officially enter into force one year later on 8 September 2016. Finland ratified the Convention on 8 September 2016 and the total number of contracting States to the BWM Convention has reached 52, representing 35.1441% of the world merchant shipping tonnage, which satisfies the condition of entry into force threshold of 30 States, representing 35% of the world merchant shipping tonnage. The BWM Convention was adopted in 2004 in order to prevent the adverse effects to the maritime environment caused by the transfer of ballast water. Merchant Marine Circular MMC-131 was revised by PANAMA MARITIME AUTHORITY on 1 August 2016. As a Full term ISSC for a Panama flagged ship is issued by the Administration (PMA), a short term ISSC is issued by the attending auditor upon the completion of initial ISPS audit so far. According to this revised Circular, the Administration does not authorize the issuance of a short term ISSC after carried out the initial ISPS audit and they also request that the company operator should ensure to make all the necessary arrangements in order to apply for the Full term ISSC during the validity of the Interim ISSC (no more than six months).
