Annual Thorough Examination of the Lifeboats and Launching Appliances
As informed previously by ClassNK Technical Information No. TEC-0656 dated 19 April 2006, by implementation of the revision of Reg.III/20.11 of SOLAS by Res. Exemption from installation of immersion suits flying Singapore Flag
For ships other than bulk carriers, as defined in SOLAS Reg. IX/1, immersion suits are unnecessary by revised SOLAS Reg. III/32.3.2 if the ship is constantly engaged on voyages in warm climates where, in the opinion of the Administration. Singapore government notified that Initial Exemption Certificate from the installation of immersion suits should be issued by that Administration. Carriage of immersion suits on cargo ships flying Cayman Islands, Saudi Arabian, Belizean, Marshall Islands, Kuwaiti, Cypriot and Vanuatu Flag
The Cayman Islands, Saudi Arabian, Belizean, Marshall Islands, Kuwaiti, Cypriot and Vanuatu Government have notified of carriage of immersion suits for that flagged ships as follows. 1. Lifeboats and liferafts pharmacies for vessels flying the Greek flag
Greek Government has notified of lifeboat and liferafts pharmacies for vessels flying the Greek flag by "Lifeboats & Liferafts pharmacies for vessels flying the Greek Flag" (4339.31/03/05) as follows. 1. The medical and sanitary materials that are contained in the pharmacies of the lifeboats and liferafts of the ships, has to be approved by the National Medical Organization according to Document from National Medical Organization 34311/02-06-2005. 2. In case the vessel is outside Greece during the expiry date of the medicines of the lifeboats or liferafts and the supply of new medical material from Greece, is not possible, so that they can comply that with paragraph 1 or the vessel has new liferafts from abroad it is accepted the medical material is apSMPEP for noxious liquid substances which the ships are newly required to keep onboard by the amendments to Annex II of MARPOL 73/78
Amendments to Annex II of MARPOL 73/78 were adopted and will enter into force on 1 January 2007 as noted in ClassNK Technical Information No. TEC-0608 dated on 22 November 2004 and the Information No. TEC-0655 dated on 19 April 2006. The pollution category is changed to X, Y, Z and OS from A, B, C, D and III by the amendments. It is not necessary to keep SMPEP for noxious liquid substances for the ships which carry only cargoes of the pollution category III by the current Annex II. However, it is required for the ships of 150 gross tonnages and above to keep SMPEP for noxious liquid substances by the effective date in case that the pollution category of the cargoes which the ships carry is changed to Y or Z from III by the amendments. Exemption from installation of immersion suits onboard ships flying Panamanian Flag
Panama ships other than bulk carriers as defined in SOLAS Chapter IX Reg.1, as amended, which are constantly engaged on voyages between Latitude 32 degrees North and 32 degrees South may be exempted from the installation of immersion suits according to SOLAS Chapter III Reg.32 by Merchant Marine Circular No.144. Panama Government authorizes ClassNK to issue an interim exemption certificate from that regulation. Application including the addressee to whom the permanent certificate and the declaration concerning constant engagement on voyages between Latitude 32 degrees North and 32 degrees South is submitted to nearest ClassNK Office if the exemption is applied. The Cayman Islands Government has notified ClassNK of the requirements for inspection and testing of Emergency Escape Breathing Devices (EEBD) and Self-contained Breathing Apparatus (SCBA) as follows: 1. 1. The Greece government has notified of carriage of immersion suits for that flagged ships as follows. (1) All immersion suits are to be stowed on or next to ship's lifeboats and rescue boats. In case crew accommodation spaces are located close to embarkation stations, immersion suits may be stowed inside each crew member cabin or inside lockers of accommodation. (2) According to common working practice: (i) Remote working station. The place that is located more than 100m horizontally away from immersion suits stowage place. (ii) Remote watch station. The place of watch (Engine room/wheelhouse) that is located more than 50m horizontally away from immersion suits stowage place. In relation to ballast water management, ClassNK would advise you that Washington Dept. of Fish & Wildlife has announced the following requirements. Effective July 1, 2007 no vessel will be permitted to discharge ballast water in Washington State waters that has not undergone adequate open ocean exchange or an alternative form of treatment. Vessels currently operating in state waters must file a one-time report with the state before July 1, 2006 describing what steps they will take to comply with the new law. Vessels entering the state for the first time after July 1, 2006 are required to file the report before, or upon arrival. In accordance with the amendments to 1974 SOLAS (MSC.152(78)), regardless of flag, implementation of maintenance, servicing and inspection of lifeboats and launching appliances complying with MSC/Circ.1093 will become mandatory. Major points of the mandatory scheme are as follows, but for details, please see the attached MSC/Circ.1093. 1. By 1 July 2006, upon obtaining the "maintenance manuals and associated documents" prepared by the manufacturer, the manual associated with the ISM which reflects procedures for the maintenance, servicing and inspection in accordance with MSC/Circ.1093 should be available on board the ship. 2. As previously explained in ClassNK Technical Information TEC-0620 issued on 3 February 2005 and TEC-0627 issued on 20 April 2005, SOx Emission Control Areas (hereinafter referred to as SECA) are specified in MARPOL ANNEX VI (hereinafter referred to as ANNEX VI). Ships are subject to stricter SOx emission controls in SECA compared with other sea areas. In this regard, the application of greater SOx emission controls will commence on 19 May 2006 for the Baltic Sea area, which has recently been designated as a SECA. This ClassNK Technical Information provides information relating to the above matter. The requirements related to SECA are specified in Regulation 14 of ANNEX VI and are summarized below. 1. SOLAS Chapter XI-2 (Special measures to enhance maritime security) and the ISPS Code (International Ship and Port facility Security code) were adopted in December 2002 by the IMO, and entered into force on 1 July 2004. They are applicable to cargo ships of 500 tons and over engaged on international voyages and passenger ships (regardless of the tonnage) engaged on international voyages as well as the port facilities used by these ships. Emergency escape breathing devices (EEBDs) onboard the Panama flag vessels
Panama Marine Authority has replaced Merchant Marine Circular (MMC) No.119 and its Interpretation of MMC 122 (item 18) of the special requirements for EEBDs onboard the Panama flag vessels with MMC No.142, and then the latest requirements are as follows. Emergency escape breathing device 1. Number of EEBDs (1) For cargo ships : At least two (2) EEBDs in accommodation. (2) For passenger ships carrying not more than 36 passengers : At least two (2) EEBDs per main vertical zone, except those defined in the regulation SOLAS II-2/13.3.4.5. The Panama Maritime Authority has issued a notice regarding the language for Freeboard Marks (Notice Ref. No.MDG05/08/72 dated 12 December 2005). At present, the Marking of Freeboard Marks for Panamanian Flag Ships may be marked in English or Spanish. However, the Administration has demanded that the subject markings are to be made only in English in the future, as per the attached Notification from the Panama Maritime Authority. Therefore, regarding those ships marked in Spanish at present, it is required that the subject marking should be changed to English by the next docking survey. In relation to ballast water management plans, we would advise you that according to the Brazilian requirements, documentation related to the Ballast Water Management Plan of Brazilian and foreign flagged vessels will have to be approved by a classification society recognized by DPC. Further to the above information, in January we received the attached letter from DPC which stated that DPC would allow non class approved Ballast Water Management plans on board only until 30 June 2006. The Malta Maritime Authority issued Merchant Shipping Directorate (MSD) Notice No.70 that is based on the recommendations provided by EU Commission Opinion (2005/C 148/03) of 9 June 2005. The MSD Notice lays down interim safety measures with respect to Pressure/Vacuum (PV) Valves of the model NEW-ISO-HV-80 manufactured by TANKTECH Co. in the Republic of Korea. As you know, "Guidance for the Approval and Type Approval of Materials and Equipment for Marine Use" was partly amended on 1 November 2005, by which the approval test is required for the crankcase explosion relief valves and crankcase oil mist detection arrangements of diesel engines installed on ships for which the application for Classification Survey during Construction is submitted to ClassNK on or after 1 January 2006 in accordance with IACS UR M66 and M67. However, recently at the IACS Council, the effective date has been extended for 1 year. Taking account of the circumstance, ClassNK decided to follow the IACS Council. The Bahamian Government have notified ClassNK of special requirements for emergency escape breathing device on board the Bahamas flagged vessels as follows. 1. The number of spare EEBDs carried onboard cargo ships shall be 50% of the total required but need not be more than four (4). 2. In case where the respiratory equipments required by IGC, IBC and BCH Code are installed on board, the carriage of EEBD in accommodation space may be exempted on condition that an authorization of such exemption is granted by the Administration. 3. The number of spare EEBDs carried onboard passenger ships shall be 100% of the total number carried in one main vertical zone. The application of the requirements for the Towing and Mooring fittings
As you know, the Rules for the Survey and Construction of Steel Ships and relating Guidance were partly amended on 15 November 2004 based on IACS UR A2, which is specified for towing and mooring fittings and their hull structure. Effective date of these requirements is 1 January 2005. IACS UR A2, which was submitted to IMO for a draft guideline which is referred to from SOLAS Chap.II-1 Reg.3-8 "Towing and Mooring Equipment", was discussed at the 48th session of IMO DE sub-committee (DE48) in February 2005. In relation to the subject, the Bahamas Maritime Authority (BMA) has issued a revision notice of their regulation for inspection of the outside of ship's bottom as attached. For the inspection of bottom, which is annually required at renewal survey for passenger ships in Chapter I, Pat B Regulation 7 of the SOLAS 74, this revision has specified the extent of application of in-water survey as follows. 1. The inspection of the outside of the ship's bottom may be carried out in dry-dock twice in every five year period and other annual inspections of the ship's bottom may be carried out in-water provided that the interval between bottom inspections in dry-dock does not exceed 36 months. 2. Carriage of immersion suits for Bahamas flagged ships
The Bahamas government has notified of carriage of immersion suits for Bahamas flagged ships by BMA Information Bulletin No.76. Revised SOLAS Reg. III/32.3, (in force 1st July 2006), requires one immersion suit to be provided for each person on board a cargo ship with additional suits to be provided at work and watch-keeping stations which are "remotely located" from the immersion suit storage locations. The BMA intended the following interpretation on the revised regulation to provide guidance to meet the minimum requirements. 1. One immersion suit is required for each person on board at the time. The suits must be approved equipment and provided in sizes appropriate to the crew and supernumeraries (if any), including children. 2.
