Amendments to the IBC Code (MSC340(91)/MEPC225(64)), which are applicable to chemical tankers, will enter into force from 1 June 2014. In the new amendments, a part of the contents in Chapters 17, 18 and 19 will be revised. A brief overview of each chapter and the main focus of the amendments are summarized below. In addition, a summary table of new cargoes and existing cargoes, the requirements of which have been revised, has been prepared as a reference as shown in attachment 1. Amendment of the International Code for Fire Safety Systems (FSS Code) Chapter 6 was adopted as IMO Resolution MSC.327(90) at the 90th session of the IMO Maritime Safety Committee (MSC90) held in May 2012 and will be applied to ships constructed on or after 1 January 2014. Unified Interpretations on the technical provisions for permanent means of access for inspections required by SOLAS II-1/3-6 were approved as MSC.1/Circ.1464 (the amendments to MSC.1/Circ.1176 and MSC.1/Circ.1197) at the 92nd session of the IMO Maritime Safety Committee (MSC92) held from 12 to 21 June 2013. The amendments are based on UI SC191 (Rev.4), however, it was agreed not to include the interpretations that openings for passage may be reduced (Technical Provisions para. 3.10 and 3.11) in the amended circular. In accordance with SOLAS Chapter II-1/Reg. 3-5, new installation of materials which contain asbestos shall be prohibited for all ships from 1 July 2002, except for some cases, e.g., gaskets used under high temperature, etc, and further, those exceptions are not accepted from 1 January 2011. IMO held an intersessional meeting from 11 to 15 February 2002 to discuss matters relevant to maritime security (Intersessional Working Group of the Maritime Safety Committee (MSC) on Maritime Security = ISWG). The summary of the decision taken at seventy-fourth session of the Maritime Safety Committee (MSC 74) held from 30 May to 8 June 2001 is given hereunder for your information. 1Adoption of mandatory instruments The following amendments to conventions and mandatory instruments with references made to the convention have been adopted. They will come into force automatically by the tacit acceptance procedure. (I)Amendments to chapter VII of the SOLAS Convention (Resolution MSC.117(74)) Regulation VII/14.2 which defines INF Cargo by making reference to the IMDG Code has been amended. Harmonization with the 30th Amendments to the IMDG Code which incorporates regulations regarding Type C transportation vehicle (container to be used for transportation by air)

Please find attached for your information, a sheet which summarizes the resolutions adopted by the IMO Assembly at its 21st session. These Assembly resolutions are not, in general, mandatory requirements. Please note, however, that such resolutions may be legally implemented in the Rules or Regulations of relevant states which may require practices in accordance with such resolutions. If a relevant state which provides authorization to the Society, gives notice of implementation of any of those resolutions as mandatory requirements for statutory surveys, this Society will usually advise of such requirements by separate Technical Information etc.
