このECDISニュースは、ECDIS装備に関する要件に関してお知らせするものです。

1. 対象船舶

国際航海に従事する次の船舶に適用されます。

  • (1)  500GT以上の旅客船
  • (2)  3,000GT以上のタンカー*
  • (3)  3,000GT以上タンカー以外の2013年7月1日以降に建造された貨物船、及び10,000GT以上タンカー以外の2013年7月1日前に建造された貨物船

*「タンカー」とは、引火性の液体貨物のばら積み輸送のために建造し又は改造した貨物船を言う。

2. 型式承認

  • (1)  主管庁又は主管庁の承認した機関の承認を受けた型式のものであること。
  • (2)  機関が採択した性能基準を満足していること。
    • (i) 2009年1月1日以降に搭載されたECDISは、IMO決議MSC.232(82)を満足するものであること。
      ただし、2009年1月1日前に搭載されたECDISは、IMO決議A.817(19), MSC.64(67) Annex 5及びMSC.86(70) Annex 4を満足し、最新のIHO基準のソフトに更新され、最新の電子海図(ENC)のすべての情報が表示できるものであること。
    • (ii) 関連する最新のIEC規格の試験基準を満足していること。
    • (iii) 2017年9月1日以降に搭載されるECDISは、IMO決議MSC.232(82)を満足するものであり、IEC61174 Edition 4.0に従い型式承認を取得したものであること。

3. 電子海図（Electronic Navigation Charts = ENC）

ECDISは、海図搭載要件に適合するものとすることができる。

また、航海に公式ENCを使うための条件を満足しなければならない。

5. ECDISのトレーニング

  • (1)  2010年STCW条約改正及び関連サーキュラーにより、ECDISを搭載する船舶に従 事する船長・航海士は、2017年1月1日までにECDISのGenericトレーニング（IMOトレーニングコース（IMO Model Course）1.27）を修了していることが海技免状の取得、更新の条件として義務づけられています。
  • (2)  STCW.7/Circ.24によりGeneric及びType-specificトレーニング修了に関する書類の 所持については要求しないとされていますが、船長・航海士は従事する船舶に搭載 されたECDISの操作について十分な知識、理解及び技能は必要とされます。 PSC等による指摘への対策として、トレーニング修了を示す証明書や記録等を本船上に所持することが推奨されます。

6. 検査

ECDISに関する検査は、次の項目を確認します。

  • (1)  型式承認書のコピー、適合した性能要件、
  • (2)  非常電源からの給電、GPS,　ジャイロ、船速距離計からの信号入力、
  • (3)  最新のENCが表示でき、就航航路のすべてのENCの所持、
  • (4)  バックアップ装置の要件、並びに
  • (5)  バックアップが、紙海図の場合は、最新の海図で改補がされたもの。
